기업·공공기관 평가전문기관 에스이씨평가원(SEC Co., Ltd., 이하 “SEC”)은 기업·공공기관의 책임경영 수준과 지속가능성 및 미래 경쟁력을 객관적이고 체계적으로 평가하기 위하여 「제1회 SEC 기업·공공기관 ESG·WFSRI 평가」를 다음과 같이 실시합니다.

 

본 평가는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 SEC 평가지표 체계(SEC Indicator System)를 기반으로 기업·공공기관의 ESG 기반 책임경영 실천 수준과 지속가능성, 리스크 관리 역량(Risk Management Capability), 혁신역량(Innovation Capability), 장기 가치창출(Long-Term Value Creation) 및 미래 경쟁력(Future Competitiveness)을 종합적으로 평가합니다.

 

평가결과를 종합적으로 반영하여 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)를 산출하고, WFSRI와 관련 평가결과를 SEC WFSRI Rating을 통하여 평가등급으로 제시합니다.

Ⅰ. 평가 목적

I. Purpose of the Evaluation

 

 

제1회 SEC 기업·공공기관 ESG·WFSRI 평가는 기업·공공기관의 ESG 기반 책임경영 실천 수준과 지속가능성, 리스크 관리 역량, 혁신역량, 장기 가치창출 및 미래 경쟁력을 객관적이고 체계적으로 평가·분석하여 신뢰할 수 있는 평가정보를 제공하는 것을 목적으로 한다.

 

The 1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions aims to provide reliable evaluation information by objectively and systematically evaluating and analyzing ESG-based Responsible Management practices, Sustainability, Risk Management Capability, Innovation Capability, Long-Term Value Creation, and Future Competitiveness.

 

평가에서는 조직의 현재 성과뿐만 아니라 지속가능한 발전을 위한 역량, 미래변화에 대한 대응, 책임 있는 가치창출, 혁신역량 및 지속적인 개선 등을 종합적으로 분석한다.

 

The evaluation comprehensively analyzes not only current organizational performance but also capabilities for Sustainable Development, responses to future change, responsible value creation, Innovation Capability, and continuous improvement.

 

이를 통하여 기업·공공기관의 책임경영과 지속가능경영의 확산, 사회적 신뢰 제고, 건전한 지배구조, 공공가치·사회적 가치·공동체 가치의 실현, 지속적인 혁신 및 장기 가치창출에 관한 객관적이고 신뢰할 수 있는 평가정보를 제공한다.

 

Through the evaluation, SEC provides objective and reliable information relating to the advancement of Responsible Management and Sustainable Management, Social Trust, sound Governance, the realization of Public Value, Social Value, and Community Value, continuous Innovation, and Long-Term Value Creation.

 

 

 

Ⅱ. 평가대상

II. Evaluation Subjects

 

 

제1회 SEC 기업·공공기관 ESG·WFSRI 평가는 기업과 공공기관을 주요 평가대상으로 실시한다.

 

The 1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions primarily evaluates corporations and public institutions.

 

기업 부문은 코스피(KOSPI)·코스닥(KOSDAQ) 상장기업과 중견기업 등을 대상으로 한다. SEC는 평가의 공익성·사회적 필요성과 함께 기업의 유형·규모·사업특성, 주주·투자자·소비자·임직원·협력사 등 다양한 이해관계자와 시장 및 사회에 미치는 영향을 종합적으로 고려하여 평가대상을 선정한다.

 

The corporate sector covers KOSPI- and KOSDAQ-listed companies and mid-sized enterprises. SEC selects evaluation subjects through comprehensive consideration of the public interest and social need for evaluation, together with organizational type, scale, business characteristics, and impacts on diverse stakeholders—including shareholders, investors, consumers, employees, and business partners—as well as on markets and society.

 

공공기관 부문은 공기업·준정부기관·지방공기업 및 기타 공공기관 등을 대상으로 한다. SEC는 평가의 공익성·공공성·사회적 필요성과 함께 기관의 유형·규모·기능·사업특성, 국민생활과 공공서비스에 미치는 영향, 재정투입 및 운영환경 등을 종합적으로 고려하여 평가대상을 선정한다.

 

The public institution sector covers public corporations, quasi-governmental institutions, local public enterprises, and other public institutions. SEC selects evaluation subjects through comprehensive consideration of the public interest, public responsibility, and social need for evaluation, together with institutional type, scale, functions, operational characteristics, impacts on citizens’ lives and public services, public financial resources committed, and operating environment.

 

평가대상은 기업과 공공기관의 조직형태가 서로 다르다는 점을 전제로 하되, 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하여 평가한다.

 

Evaluation subjects are assessed on the understanding that corporations and public institutions differ in organizational form, while the common fundamental values and purposes of Responsible Management evaluation are applied consistently.

III. SEC Evaluation Framework and Indicator System

 

 

제1회 SEC 기업·공공기관 ESG·WFSRI 평가는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 SEC 평가지표 체계(SEC Indicator System)를 적용하여 실시한다.

 

The 1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is conducted using the SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System.

 

SEC 평가체계는 9대 평가부문(Evaluation Domains), 27개 하위평가항목(Evaluation Pillars), 159개 세부평가지표(Detailed Evaluation Indicators) 및 50개 SEC 핵심가치지표(Core Value Indicators, CVIs)로 구성된다.

 

The SEC Evaluation Framework consists of 9 Evaluation Domains, 27 Evaluation Pillars, 159 Detailed Evaluation Indicators, and 50 SEC Core Value Indicators (CVIs).

 

9대 평가부문은 책임경영 평가의 주요 영역을 구성하고, 27개 하위평가항목은 각 평가부문을 구체적인 평가영역으로 체계화하며, 159개 세부평가지표는 실제 평가를 수행하는 기본적인 평가단위로 적용한다.

 

The 9 Evaluation Domains constitute the principal areas of Responsible Management evaluation, the 27 Evaluation Pillars organize those domains into specific evaluation areas, and the 159 Detailed Evaluation Indicators serve as the fundamental units applied in the evaluation.

 

50개 SEC 핵심가치지표(CVIs)는 159개 세부평가지표와 별도로 추가되는 지표가 아니라, 책임경영의 핵심가치와 주요 평가요소를 평가결과에 실질적으로 반영하기 위하여 159개 세부평가지표 가운데 선정한 핵심지표이다.

 

The 50 SEC Core Value Indicators (CVIs) are not additional indicators separate from the 159 Detailed Evaluation Indicators. They are core indicators selected from among the 159 Detailed Evaluation Indicators to ensure that the core values and principal evaluation elements of Responsible Management are meaningfully reflected in evaluation results.

 

SEC는 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하면서 평가대상의 유형·규모·기능·사업특성·운영환경과 각 세부평가지표의 실질적 관련성 및 적용가능성을 종합적으로 고려하여 평가한다.

 

SEC consistently applies the common fundamental values and purposes of Responsible Management evaluation while comprehensively considering the type, scale, functions, operational characteristics, and operating environment of each evaluation subject, together with the substantive relevance and applicability of each Detailed Evaluation Indicator.

 

조직유형에 따라 제도·조직·사업·업무 및 이행방식이 서로 다른 경우에는 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영한다.

 

Where institutional arrangements, organizational structures, projects, functions, or implementation methods differ according to organizational type, SEC reflects reasonable and objectively verifiable means of implementation and performance that fulfill the same evaluation purpose.

 

 

 

Ⅳ. 평가원칙

IV. Fundamental Principles of Evaluation

 

 

SEC는 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency) 및 신뢰성(Reliability)의 6대 기본원칙에 따라 평가를 수행한다.

 

SEC conducts evaluations in accordance with the six Fundamental Principles of Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

 

SEC는 6대 기본원칙을 평가자료의 수집과 검증, 정량·정성평가, 사실확인, 종합검토와 평가위원회 심의, 평가결과의 확정 및 공표에 이르는 평가 전 과정에 일관되게 적용한다.

 

SEC consistently applies the six Fundamental Principles throughout the evaluation process, including the collection and verification of evaluation materials, Quantitative and Qualitative Evaluation, Factual Review, comprehensive review and Evaluation Committee deliberation, and the finalization and publication of evaluation results.

 

SEC는 정치적 중립성을 유지하고 정치적·경제적 이해관계 또는 외부의 부당한 영향이 평가과정과 개별 평가결과에 개입하지 않도록 평가의 독립성을 유지한다.

 

SEC maintains political neutrality and safeguards the independence of its evaluations so that political or economic interests or improper external influence do not interfere with the evaluation process or individual evaluation results.

 

SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다. 평가결과·평가등급 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않으며, 평가업무와 기타 사업 사이에서 발생하는 이해상충을 식별·예방·관리한다.

 

SEC manages economic and business relationships with evaluation subjects so that such relationships do not improperly influence individual evaluation results, ratings, or certification decisions. SEC does not request or receive monetary or other economic benefits in exchange for favorable changes to evaluation results, ratings, or certification decisions and identifies, prevents, and manages conflicts of interest arising between evaluation activities and other business activities.

 

경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 개별 평가결과·평가등급 또는 인증결정을 유리하거나 불리하게 하는 근거가 되지 않으며, SEC는 필요한 경우 업무분리, 정보차단, 제척·회피 등 적절한 이해상충 관리조치를 적용한다.

 

The existence of an economic or business relationship, or the presence or absence of financial contribution, does not in itself constitute a basis for favorable or unfavorable treatment in individual evaluation results, ratings, or certification decisions. Where necessary, SEC applies appropriate conflict-of-interest management measures, including separation of functions, information barriers, recusal, and avoidance.

 

 

 

Ⅴ. 평가주기 및 평가자료 반영기간

V. Evaluation Cycle and Period for Evaluation Materials

 

 

SEC 기업·공공기관 ESG·WFSRI 평가는 연 1회 실시한다.

 

The SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is conducted annually.

 

제1회 SEC 기업·공공기관 ESG·WFSRI 평가의 평가자료 반영기간은 2026년 1월 1일부터 2026년 11월 30일까지이다.

 

The period for evaluation materials for the 1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is January 1 through November 30, 2026.

 

평가는 평가자료 반영기간에 공개·확인 가능한 자료를 중심으로 실시한다. SEC는 평가의 정확성과 객관성을 확보하기 위하여 평가목적과 실질적으로 관련된 자료가 필요한 경우 관련 평가기준과 절차에 따라 해당 자료를 추가로 확인·검증하여 평가에 반영한다.

 

The evaluation is conducted primarily on the basis of materials publicly available or verifiable during the applicable period. Where information substantively relevant to the purpose of the evaluation is necessary to ensure Accuracy and Objectivity, SEC additionally reviews and verifies such information in accordance with applicable Evaluation Criteria and procedures and reflects it in the evaluation.

 

Ⅵ. 평가자료 수집·제출 및 검증

VI. Collection, Submission, and Verification of Evaluation Materials

 

 

SEC는 공개자료, 공식자료, 법정공시자료, 정부 및 공공기관이 공개한 자료, 평가대상이 공식적으로 공개한 자료 및 기타 객관적으로 확인 가능한 자료를 수집·분석하여 평가한다.

 

SEC collects and analyzes publicly available materials, official materials, statutory disclosures, information published by government bodies and public institutions, information officially disclosed by evaluation subjects, and other objectively verifiable information for the evaluation.

 

평가 진행 과정에서 사실관계의 확인 또는 평가에 필요한 자료의 보완이 필요한 경우 SEC는 해당 기업·공공기관에 사실확인 또는 추가자료 제출을 요청한다.

 

Where verification of factual matters or supplementation of information necessary for the evaluation is required, SEC requests Factual Review or additional materials from the relevant corporation or public institution.

 

수집·제출된 자료는 출처·관련성·신뢰성 및 검증가능성 등을 검토하고, 필요한 경우 복수의 자료와 정보원을 교차 확인하여 정확성과 신뢰성을 검증한 후 평가에 반영한다.

 

SEC reviews collected and submitted materials for source, relevance, Reliability, and verifiability and, where necessary, cross-checks multiple materials and information sources to verify Accuracy and Reliability before reflecting them in the evaluation.

 

평가는 각 세부평가지표의 목적과 특성에 따라 정량평가(Quantitative Evaluation)와 정성평가(Qualitative Evaluation)를 종합적으로 적용한다.

 

SEC comprehensively applies Quantitative Evaluation and Qualitative Evaluation according to the purpose and characteristics of each Detailed Evaluation Indicator.

SEC는 각 평가단계에서 관련 평가기준과 절차에 따라 평가자료와 평가결과를 검토·검증하며, 사실확인과 종합검토 및 평가위원회 심의를 거쳐 최종 평가결과를 확정한다.

 

At each stage, SEC reviews and verifies evaluation materials and results in accordance with applicable Evaluation Criteria and procedures and finalizes evaluation results following Factual Review, comprehensive review, and Evaluation Committee deliberation.

 

 

Ⅷ. 사실확인 및 이의신청

VIII. Factual Review and Appeal

 

 

SEC는 평가의 정확성·공정성 및 신뢰성을 확보하기 위하여 사실확인(Factual Review)과 이의신청(Appeal) 절차를 운영한다.

 

SEC operates Factual Review and Appeal procedures to support the Accuracy, Fairness, and Reliability of the evaluation.

 

평가대상은 최종 평가결과 확정 전에 사실확인 절차를 통하여 평가에 반영된 객관적인 사실관계와 자료의 정확성 및 오류 여부를 확인한다.

 

Before final evaluation results are determined, evaluation subjects verify objective factual matters reflected in the evaluation, the accuracy of relevant information, and potential errors through the Factual Review process.

 

사실확인 과정에서 객관적인 사실오류 또는 평가자료의 수정·보완 필요성이 확인된 경우 SEC는 관련 자료를 검증하고 정해진 기준과 절차에 따라 평가에 반영한다.

 

Where an objective factual error or the need to correct or supplement evaluation materials is identified through Factual Review, SEC verifies the relevant information and reflects it in the evaluation in accordance with established standards and procedures.

 

최종 평가결과 확정 이후에는 관련 운영규정에 따라 객관적인 사실오류, 제출자료의 처리 또는 평가절차와 관련된 사항 등에 대하여 이의신청을 제기한다.

 

Following finalization of evaluation results, evaluation subjects submit Appeals concerning objective factual errors, the treatment of submitted materials, or evaluation procedures in accordance with applicable operating regulations.

 

사실확인과 이의신청은 평가등급이나 평가기준을 협상하거나 평가결과의 유리한 변경을 요구하기 위한 절차가 아니며, SEC는 해당 절차의 이용 여부를 이유로 평가대상에 유리하거나 불리하게 적용하지 않는다.

 

Factual Review and Appeal are not procedures for negotiating ratings or Evaluation Criteria or requesting favorable changes to evaluation results, and SEC does not treat an evaluation subject favorably or unfavorably on the basis of whether such procedures are used.

 

 

Ⅸ. WF책임경영지수(WFSRI) 및 평가결과

IX. WF Sustainable Responsibility Index (WFSRI) and Evaluation Results

 

 

SEC는 159개 세부평가지표를 통해 도출된 평가결과를 SEC 평가방법론에 따라 종합적으로 반영하여 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)를 산출한다.

 

SEC derives the WF Sustainable Responsibility Index (WFSRI) by comprehensively reflecting evaluation results derived through the 159 Detailed Evaluation Indicators in accordance with the SEC Evaluation Methodology.

 

WFSRI는 기업·공공기관 및 기타 조직의 책임경영에 관한 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

 

The WFSRI is SEC’s Comprehensive Evaluation Index, derived by comprehensively reflecting evaluation results concerning the Responsible Management of corporations, public institutions, and other organizations.

 

SEC는 WFSRI와 관련 평가결과를 SEC WFSRI Rating을 통하여 평가등급으로 제시한다. 구체적인 평가등급의 결정과 공표는 관련 운영규정 및 기준에 따라 실시한다.

 

SEC presents the WFSRI and related evaluation results through the SEC WFSRI Rating. Ratings are determined and published in accordance with applicable operating regulations and standards.

 

 

 

Ⅹ. 최종 평가결과 발표 및 공표

X. Announcement and Publication of Final Evaluation Results

 

 

제1회 SEC 기업·공공기관 ESG·WFSRI 평가의 최종 평가결과는 2027년 2월 발표할 예정이다.

 

Final results of the 1st SEC ESG·WFSRI Evaluation for Corporations and Public Institutions are scheduled to be announced in February 2027.

 

SEC는 사실확인, 종합검토 및 평가위원회 심의 등 정해진 절차를 거쳐 최종 평가결과를 확정하고, 관련 운영규정과 공표기준에 따라 평가결과를 공표한다.

 

SEC finalizes evaluation results following established procedures, including Factual Review, comprehensive review, and Evaluation Committee deliberation, and publishes the results in accordance with applicable operating regulations and publication standards.

 

공표하는 평가결과는 해당 평가연도와 평가대상 및 적용범위에 따른 결과이며, 평가결과가 관련 절차에 따라 정정·변경된 경우에는 SEC가 최종적으로 확정·공표한 결과를 기준으로 한다.

 

Published evaluation results apply to the relevant evaluation year, evaluation subject, and scope. Where evaluation results are corrected or changed in accordance with applicable procedures, the results finally determined and published by SEC shall apply.

 

 

Ⅺ. 평가정보의 공개 및 관리

XI. Disclosure and Management of Evaluation Information

 

 

SEC는 평가체계의 기본구조, 평가철학과 기본원칙, 주요 평가영역 및 평가운영에 관한 정보를 정해진 기준과 절차에 따라 공개한다.

 

SEC discloses information concerning the fundamental structure of the Evaluation Framework, Evaluation Philosophy and Fundamental Principles, principal evaluation areas, and evaluation operations in accordance with established standards and procedures.

 

세부적인 평가기준, 판단기준, 점수·배점 및 가중치, 구체적인 산출방식, 내부 조정·검증기준 및 기타 구체적인 평가기법은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

Detailed Evaluation Criteria, judgment standards, scores and point allocations, weights, specific calculation methods, internal adjustment and verification standards, and other specific evaluation techniques are, in principle, non-public in order to safeguard the Independence, Fairness, Objectivity, and Reliability of the evaluation and are managed and shared on a restricted basis only to the extent necessary for conducting the evaluation.

 

평가과정에서 취득한 비공개 정보와 보호가 필요한 정보는 관련 기준에 따라 관리하며, 평가목적과 정해진 절차의 범위를 벗어나 사용하지 않는다.

 

SEC manages non-public information and other protected information obtained during the evaluation process in accordance with applicable standards and does not use such information beyond the purpose of the evaluation or outside established procedures.
