Ethics of Evaluation Committee Members

 

 

 

평가위원은 전문적인 지식과 경험을 바탕으로 개별 평가에 관한 검토와 심의에 참여하며, 그 판단은 평가결과의 객관성과 신뢰성에 직접적인 영향을 미친다. 따라서 평가위원에게는 일반적인 평가업무 수행자에게 요구되는 윤리기준과 함께 전문적 판단권한에 상응하는 높은 수준의 독립성·공정성 및 책임성이 요구된다.

 

Evaluation Committee members participate in the review and deliberation of individual evaluations on the basis of their professional knowledge and experience, and their judgments directly affect the Objectivity and Reliability of evaluation results. Evaluation Committee members are therefore expected to uphold not only the ethical standards applicable to persons engaged in evaluation activities generally, but also a high level of Independence, Fairness, and responsibility corresponding to their authority to exercise professional judgment.

 

SEC(Sustainable Enterprise Evaluation Commission)의 평가위원은 개인적 이해관계나 외부 또는 내부의 부당한 영향으로부터 독립하여 객관적인 평가근거와 정해진 평가원칙 및 절차에 따라 전문적인 판단을 수행한다.

 

Evaluation Committee members of SEC (Sustainable Enterprise Evaluation Commission) exercise professional judgment independently of personal interests or undue external or internal influence and in accordance with objective evaluation evidence and established evaluation principles and procedures.

 

 

 

Ⅰ. 평가위원의 기본적인 윤리적 책임

I. Fundamental Ethical Responsibilities of Evaluation Committee Members

 

 

평가위원은 SEC의 평가 기본원칙과 평가윤리를 준수하고 자신의 전문성과 판단권한을 책임 있게 행사한다.

 

Evaluation Committee members comply with SEC’s Fundamental Principles of Evaluation and Evaluation Ethics and exercise their professional expertise and judgment responsibly.

 

평가위원은 평가대상의 규모·사회적 영향력, 경제적·사업적 관계 또는 기타 이해관계에 따라 평가판단을 달리해서는 안 되며, 모든 평가대상을 정해진 평가원칙과 절차에 따라 공정하게 심의한다.

 

Evaluation Committee members must not alter their judgments on the basis of the size or social influence of an evaluation subject, economic or business relationships, or other interests and must deliberate on all evaluation subjects fairly in accordance with established evaluation principles and procedures.

 

평가위원의 지위와 권한은 특정한 평가결과를 임의로 결정하기 위한 것이 아니라 전문적인 검토와 심의를 통해 객관적이고 공정한 평가에 기여하기 위한 것이다.

 

The position and authority of an Evaluation Committee member are not intended to enable arbitrary determination of a particular evaluation result but to contribute to objective and fair evaluation through professional review and deliberation.

 

 

Ⅱ. 독립적인 전문적 판단

II. Independent Professional Judgment

 

 

평가위원은 객관적인 자료와 검증 가능한 정보, SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 정해진 평가절차를 바탕으로 독립적인 판단을 수행한다.

 

Evaluation Committee members exercise independent judgment on the basis of objective data, verifiable information, the SEC Evaluation Methodology, the SEC Evaluation Framework, and established evaluation procedures.

 

평가위원은 외부 또는 내부의 지시·압력·청탁·회유나 기타 부당한 영향에 따라 전문적 판단을 변경해서는 안 된다.

 

Evaluation Committee members must not alter their professional judgments in response to external or internal instructions, pressure, solicitation, inducement, or other undue influence.

 

평가위원장이나 다른 평가위원의 의견도 그 자체로 개별 평가위원의 전문적 판단을 대신하지 않으며, 각 평가위원은 객관적인 평가근거를 바탕으로 자신의 판단에 책임을 진다.

 

The views of the Chair or other Evaluation Committee members do not, in themselves, replace the professional judgment of an individual member, and each Evaluation Committee member is responsible for their own judgment based on objective evaluation evidence.

 

 

Ⅲ. 공정한 검토와 심의

III. Fair Review and Deliberation

 

 

평가위원은 특정한 결론을 미리 정한 상태에서 평가자료를 선택적으로 해석하거나 자신에게 유리한 근거만을 채택해서는 안 된다.

 

Evaluation Committee members must not selectively interpret evaluation materials or rely only on evidence supporting a predetermined conclusion.

 

평가자료의 내용과 신뢰성, 평가지표와의 관련성 및 평가에 필요한 사실관계를 객관적으로 검토하고, 확인된 평가근거를 바탕으로 심의한다.

 

Evaluation Committee members objectively review the content and reliability of evaluation materials, their relevance to applicable evaluation indicators, and the facts necessary for evaluation and deliberate on the basis of verified evaluation evidence.

 

평가대상에 대한 개인적인 선호·편견·선입견 또는 기존의 인식이 전문적 판단을 좌우하지 않도록 한다.

 

Evaluation Committee members ensure that personal preferences, bias, preconceptions, or prior perceptions concerning an evaluation subject do not determine their professional judgment.

 

 

Ⅳ. 전문적 의견의 존중과 심의책임

IV. Respect for Professional Opinions and Responsibility in Deliberation

 

 

평가위원은 다른 평가위원의 전문적인 의견을 존중하고 평가위원회에서 충분한 검토와 논의가 이루어질 수 있도록 성실하게 심의에 참여한다.

 

Evaluation Committee members respect the professional opinions of other members and participate diligently in deliberations so that sufficient review and discussion can take place within the Evaluation Committee.

 

평가위원 간 의견이 다른 경우에는 개인의 지위나 영향력에 따라 결론을 정하지 않고 객관적인 평가근거와 정해진 심의절차를 통해 판단한다.

 

Where opinions differ among Evaluation Committee members, conclusions are not determined by an individual’s position or influence but through objective evaluation evidence and established deliberation procedures.

 

평가위원은 자신의 지위나 전문성을 이용하여 다른 평가위원에게 특정한 의견이나 결론을 부당하게 강요해서는 안 된다.

 

Evaluation Committee members must not use their position or expertise to improperly impose a particular opinion or conclusion on other members.

 

전문적인 의견의 차이와 이에 대한 토론은 정상적인 평가과정의 일부이며, 평가위원은 합리적인 근거에 따른 의견제시와 검토가 이루어질 수 있는 심의환경을 존중한다.

 

Differences in professional opinion and discussion concerning those differences are part of the normal evaluation process, and Evaluation Committee members respect a deliberative environment in which views can be presented and reviewed on the basis of reasonable grounds.

 

 

 

Ⅴ. 이해관계와 평가판단의 분리

V. Separation of Interests from Evaluation Judgment

 

 

평가위원은 자신과 평가대상 사이에 개인적·직업적·경제적 관계 또는 기타 이해관계가 있는 경우 해당 이해관계가 전문적 판단에 부당한 영향을 미치지 않도록 해야 한다.

 

Where an Evaluation Committee member has a personal, professional, economic, or other interest involving an evaluation subject, the member must ensure that the interest does not improperly influence professional judgment.

 

평가의 독립성이나 공정성에 영향을 미칠 가능성이 있는 이해관계가 확인된 경우에는 이를 숨기거나 개인적으로 처리하지 않고 정해진 이해상충 관리기준과 절차에 따른다.

 

Where an interest that may affect the Independence or Fairness of Evaluation is identified, it must not be concealed or handled solely at the member’s discretion but must be addressed in accordance with established conflict-of-interest management standards and procedures.

 

필요한 경우 해당 평가에 대한 참여범위 조정, 제척·회피 등 적용되는 관리조치를 준수한다.

 

Where necessary, Evaluation Committee members comply with applicable management measures, including adjustment of the scope of participation, recusal, and avoidance.

 

 

 

Ⅵ. 평가권한의 사적 이용 금지

VI. Prohibition on Private Use of Evaluation Authority

 

 

평가위원은 자신의 지위나 평가권한을 개인적 목적 또는 자신이나 제3자의 사적 이익을 위하여 이용해서는 안 된다.

 

Evaluation Committee members must not use their position or evaluation authority for personal purposes or for the private benefit of themselves or third parties.

 

평가위원이라는 지위를 이용하여 평가대상에 평가업무와 관계없는 요구를 하거나 경제적·사업적 이익 또는 기타 부당한 이익을 추구해서는 안 된다.

 

Evaluation Committee members must not use their position to make demands of evaluation subjects unrelated to evaluation activities or to pursue economic, business, or other improper benefits.

 

평가결과·평가등급 또는 인증결정의 유리한 변경과 관련하여 금전적 또는 기타 경제적 이익을 요구하거나 제공받아서는 안 된다.

 

Evaluation Committee members must not request or accept monetary or other economic benefits in connection with favorable changes to evaluation results, Ratings, or Certification decisions.

 

 

 

Ⅶ. 평가정보에 대한 책임

VII. Responsibility for Evaluation Information

 

 

평가위원은 평가과정에서 접하게 되는 평가자료와 정보를 평가업무 수행에 필요한 범위에서 책임 있게 취급한다.

 

Evaluation Committee members handle evaluation materials and information obtained through the evaluation process responsibly and only to the extent necessary for evaluation activities.

 

평가과정에서 취득한 비공개 정보나 보호가 필요한 평가자료를 개인적 목적이나 자신 또는 제3자의 이익을 위하여 이용해서는 안 된다.

 

Non-public information or protected evaluation materials obtained through the evaluation process must not be used for personal purposes or for the benefit of the member or any third party.

 

평가정보의 구체적인 보호와 비밀유지에 관한 사항은 SEC의 관련 기준과 절차에 따른다.

 

Specific requirements concerning the protection and confidentiality of evaluation information are governed by SEC’s applicable standards and procedures.

 

 

 

Ⅷ. 평가위원의 지속적인 윤리책임

VIII. Ongoing Ethical Responsibilities of Evaluation Committee Members

 

 

평가위원의 윤리적 책임은 평가위원회 회의나 심의가 이루어지는 시점에만 적용되는 것이 아니라 평가업무에 참여하는 전 과정에서 지속된다.

 

The ethical responsibilities of Evaluation Committee members are not limited to Evaluation Committee meetings or deliberations but continue throughout their participation in evaluation activities.

 

평가위원은 자신의 판단과 행동이 평가위원회와 SEC 전체의 독립성·공정성 및 신뢰성에 영향을 미칠 수 있음을 인식하고 책임 있게 역할을 수행한다.

 

Evaluation Committee members recognize that their judgments and conduct may affect the Independence, Fairness, and Reliability of both the Evaluation Committee and SEC as a whole and perform their roles responsibly.

 

SEC는 평가위원의 전문적 판단과 윤리적 책임이 조화를 이루도록 함으로써 평가위원회의 심의가 독립적이고 객관적이며 공정하게 이루어질 수 있는 평가환경을 유지한다.

 

SEC maintains an evaluation environment in which the professional judgment and ethical responsibilities of Evaluation Committee members are appropriately aligned, enabling Evaluation Committee deliberations to be conducted independently, objectively, and fairly.
