1. SEC WFSRI Rating의 개요와 목적

1. Overview and Purpose of the SEC WFSRI Rating

 

 

 

SEC WFSRI Rating은 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)와 종합적인 평가결과를 SEC의 관련 등급기준과 운영기준에 따라 등급의 형태로 제시하는 평가결과 체계이다.

 

The SEC WFSRI Rating is an evaluation result system that presents the WF Sustainable Responsibility Index (WFSRI) and comprehensive evaluation results in the form of rating grades in accordance with SEC’s applicable rating and operational standards.

 

제8장에서 설명한 WFSRI가 기업·공공기관 및 기타 조직의 책임경영에 관한 평가결과를 종합적으로 반영하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)라면, SEC WFSRI Rating은 WFSRI와 관련 평가결과를 일정한 등급체계에 따라 체계화하여 제시한다.

 

While the WFSRI explained in Chapter VIII is SEC’s Comprehensive Evaluation Index derived by comprehensively reflecting evaluation results concerning the Responsible Management of corporations, public institutions, and other organizations, the SEC WFSRI Rating organizes and presents the WFSRI and related evaluation results according to a defined rating structure.

 

따라서 SEC WFSRI Rating은 WFSRI와 별개의 독립적인 평가체계가 아니라, SEC 평가방법론과 평가체계에 따라 도출·확정된 평가결과를 등급의 형태로 나타내는 평가결과 표현체계이다.

 

Accordingly, the SEC WFSRI Rating is not an evaluation framework independent of the WFSRI. Rather, it is a system for presenting evaluation results derived and finalized in accordance with the SEC Evaluation Methodology and Evaluation Framework in the form of rating grades.

 

SEC WFSRI Rating은 종합적인 평가결과를 보다 명확하고 이해하기 쉬운 형태로 제시함으로써 평가대상과 이해관계자가 해당 평가연도와 평가범위에서 확인된 조직의 책임경영과 지속가능성 및 미래 경쟁력에 관한 평가결과를 체계적으로 이해할 수 있도록 하는 것을 목적으로 한다.

 

The SEC WFSRI Rating is intended to present comprehensive evaluation results in a clearer and more accessible form, enabling evaluation subjects and stakeholders to systematically understand evaluation results concerning organizational Responsible Management, Sustainability, and Future Competitiveness identified for the applicable Evaluation Year and evaluation scope.

 

 

 

2. SEC WFSRI Rating 등급체계

2. SEC WFSRI Rating Structure

 

 

SEC WFSRI Rating은 WFSRI와 종합적인 평가결과에 따라 다음의 5개 등급으로 구분한다.

 

The SEC WFSRI Rating consists of the following five rating grades based on the WFSRI and comprehensive evaluation results.

각 등급은 WFSRI와 SEC 평가방법론에 따른 종합적인 평가결과를 기반으로 관련 등급기준과 절차에 따라 결정한다.

 

Each rating grade is determined in accordance with applicable rating criteria and procedures on the basis of the WFSRI and comprehensive evaluation results generated under the SEC Evaluation Methodology.

 

세부적인 등급 산정기준, 점수구간, 배점·가중치, 산출방식, 내부 조정기준 및 기타 구체적인 평가기법은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

Detailed rating criteria, score ranges, scoring and weighting structures, calculation methods, internal adjustment standards, and other specific evaluation techniques are, in principle, maintained as non-public information to safeguard the Independence, Fairness, Objectivity, and Reliability of the evaluation and are managed and shared on a restricted basis to the extent necessary for conducting the evaluation.

 

 

 

3. 등급별 의미

3. Meaning of Each Rating Grade

 

 

AAA — Platinum

 

AAA(Platinum)는 SEC WFSRI Rating의 최상위 등급으로서, 해당 평가연도와 평가범위에 대한 종합적인 평가결과가 SEC WFSRI Rating 체계에서 가장 높은 등급에 해당하는 경우 부여한다.

 

AAA (Platinum) is the highest grade in the SEC WFSRI Rating system and is assigned where the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope corresponds to the highest rating grade under the SEC WFSRI Rating structure.

 

 

AA — Gold

 

AA(Gold)는 해당 평가연도와 평가범위에 대한 종합적인 평가결과가 SEC WFSRI Rating 체계에서 AA 등급에 해당하는 경우 부여한다.

 

AA (Gold) is assigned where the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope corresponds to the AA rating grade under the SEC WFSRI Rating structure.

 

 

A — Silver

 

A(Silver)는 해당 평가연도와 평가범위에 대한 종합적인 평가결과가 SEC WFSRI Rating 체계에서 A 등급에 해당하는 경우 부여한다.

 

A (Silver) is assigned where the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope corresponds to the A rating grade under the SEC WFSRI Rating structure.

 

 

BB — Certified

 

BB(Certified)는 해당 평가연도와 평가범위에 대한 종합적인 평가결과가 SEC WFSRI Rating 체계에서 BB 등급에 해당하는 경우 부여한다.

 

BB (Certified) is assigned where the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope corresponds to the BB rating grade under the SEC WFSRI Rating structure.

 

BB 등급에 사용되는 ‘Certified’는 SEC WFSRI Rating 체계상의 등급명이다. 따라서 BB(Certified) 등급을 획득하였다는 사실만으로 별도의 SEC WFSRI Certification이 자동적으로 부여되는 것은 아니다.

 

The term “Certified” used for the BB grade is the designation of a rating grade within the SEC WFSRI Rating system. Accordingly, attainment of a BB (Certified) Rating does not automatically result in the granting of separate SEC WFSRI Certification.

 

 

B — Not Certified

 

B(Not Certified)는 해당 평가연도와 평가범위에 대한 종합적인 평가결과가 SEC WFSRI Rating 체계에서 B 등급에 해당하는 경우 부여한다.

 

B (Not Certified) is assigned where the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope corresponds to the B rating grade under the SEC WFSRI Rating structure.

 

B(Not Certified)는 평가대상의 모든 활동이나 개별 성과를 부정적으로 판단한다는 의미가 아니라, 해당 평가연도와 평가범위에 대한 종합적인 평가결과를 나타내는 등급이다.

 

B (Not Certified) does not constitute a negative judgment regarding all activities or individual performance of an evaluation subject. It represents the comprehensive evaluation result for the applicable Evaluation Year and evaluation scope.

 

 

 

4. Rating 결정의 기본원칙

4. Fundamental Principles of Rating Determination

 

 

SEC WFSRI Rating은 제3장에서 설명한 SEC 평가의 6대 기본원칙과 SEC 평가방법론, 평가절차 및 관련 등급기준에 따라 독립적으로 결정한다.

 

The SEC WFSRI Rating is independently determined in accordance with SEC’s six Fundamental Principles of evaluation explained in Chapter III, the SEC Evaluation Methodology, evaluation procedures, and applicable rating criteria.

 

Rating은 평가대상의 신청 여부, 제출자료의 양, 조직의 규모나 인지도 또는 SEC와 평가대상 간의 경제적·사업적 관계나 그 밖의 이해관계 자체를 근거로 유리하거나 불리하게 결정하지 않는다.

 

A Rating is not determined favorably or adversely on the basis of whether an evaluation subject has applied for evaluation, the volume of materials submitted, organizational size or recognition, or the existence in itself of an economic or business relationship or other interest between SEC and the evaluation subject.

 

SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과 또는 Rating 결정에 부당한 영향을 미치지 않도록 관리하며, 평가결과 또는 Rating의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않는다.

 

SEC manages its economic and business relationships with evaluation subjects to ensure that such relationships do not improperly influence individual evaluation results or Rating decisions and does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results or Ratings.

 

평가업무와 기타 사업 사이에서 이해상충이 발생하거나 발생할 우려가 있는 경우에는 관련 기준에 따라 업무분리, 정보차단, 제척·회피 등 필요한 이해상충 관리조치를 적용한다.

 

Where a conflict of interest arises or may arise between evaluation activities and other business activities, SEC applies necessary conflict-of-interest safeguards in accordance with applicable standards, including separation of functions, information barriers, recusal, and avoidance.

 

평가대상의 특성은 관련 평가기준과 SEC 평가방법론에 따라 합리적으로 고려하되, 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용하지 않는다.

 

The characteristics of an evaluation subject are reasonably considered in accordance with applicable Evaluation Criteria and the SEC Evaluation Methodology, without arbitrarily changing common Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.

 

 

 

5. Rating 결정절차

5. Rating Determination Process

 

 

SEC WFSRI Rating은 다음의 기본적인 절차를 거쳐 최종 확정한다.

 

The SEC WFSRI Rating is finalized through the following fundamental process.

자료수집·데이터 검증·정량 및 정성평가·점수산정과 WFSRI 산출은 앞서 설명한 SEC 평가방법론과 관련 평가기준 및 절차에 따라 수행한다.

 

Data Collection, Data Verification, Quantitative and Qualitative Assessment, Score Calculation, and WFSRI Derivation are conducted in accordance with the SEC Evaluation Methodology and applicable Evaluation Criteria and procedures described in the preceding chapters.

 

사실확인은 최종 Rating 확정 전에 평가에 반영된 객관적인 사실관계와 자료의 정확성을 확인하기 위한 절차이다.

 

Factual Review is conducted before final determination of the Rating to verify objective facts and the accuracy of information reflected in the evaluation.

 

평가위원회는 검증된 평가자료와 평가결과 및 사실확인 결과 등을 종합적으로 검토·심의하고, 관련 기준과 절차에 따라 SEC WFSRI Rating을 최종 확정한다.

 

The Evaluation Committee comprehensively reviews and deliberates on verified evaluation materials, evaluation results, and the results of Factual Review and finalizes the SEC WFSRI Rating in accordance with applicable standards and procedures.

 

 

6. 사실확인과 이의신청

6. Factual Review and Appeal

 

 

사실확인(Factual Review)은 최종 평가결과와 Rating의 확정 전에 평가에 반영된 객관적인 사실관계와 자료의 정확성을 확인하기 위한 절차이다.

 

Factual Review is a procedure conducted before finalization of the evaluation results and Rating to verify objective facts and the accuracy of information reflected in the evaluation.

 

이의신청(Appeal)은 최종 평가결과와 Rating이 확정된 이후 객관적인 사실오류, 평가자료의 처리 또는 평가절차 등에 대하여 재검토를 요청할 수 있도록 마련된 사후 절차이다.

 

Appeal is a post-finalization procedure through which an evaluation subject may request reconsideration regarding objective factual errors, the treatment of evaluation materials, or evaluation procedures after the final evaluation results and Rating have been determined.

 

사실확인과 이의신청은 평가기준이나 Rating을 협상하거나 특정 등급을 요청하기 위한 절차가 아니며, 해당 절차를 이용하였다는 이유만으로 평가대상에게 불이익을 주지 않는다.

 

Factual Review and Appeal are not procedures for negotiating Evaluation Criteria or a Rating or for requesting a particular rating grade, and no evaluation subject is disadvantaged solely for using these procedures.

 

사실확인과 이의신청의 구체적인 대상·기간·방법 및 처리절차는 SEC의 관련 평가 운영기준과 해당 평가일정에 따라 운영한다.

 

The specific scope, period, methods, and procedures for Factual Review and Appeal are governed by SEC’s applicable evaluation operating standards and the relevant evaluation schedule.

 

 

7. Rating의 표시 및 공표

7. Display and Publication of Ratings

 

 

SEC WFSRI Rating을 표시하거나 공표하는 경우에는 해당 평가연도(Evaluation Year)를 등급과 함께 명확하게 표시하는 것을 원칙으로 한다.

 

When an SEC WFSRI Rating is displayed or published, the applicable Evaluation Year is, in principle, clearly indicated together with the rating grade.

 

평가연도는 해당 평가결과가 적용되는 평가기간을 나타내며, 평가결과가 실제 공표되는 연도와 다를 수 있다.

 

The Evaluation Year represents the evaluation period to which the evaluation result applies and may differ from the year in which the evaluation result is published.

 

Rating은 다음과 같이 표시할 수 있다.

 

The Rating may be displayed as follows.

 

 

SEC WFSRI RATING 2026 — AAA / Platinum

SEC WFSRI RATING 2026 — AA / Gold

SEC WFSRI RATING 2026 — A / Silver

SEC WFSRI RATING 2026 — BB / Certified

SEC WFSRI RATING 2026 — B / Not Certified

 

 

평가결과는 사실확인과 관련 절차를 거쳐 최종 확정된 결과를 기준으로 공표하며, 구체적인 공표대상·범위·방법 및 시기는 SEC의 관련 평가 운영기준과 공표기준에 따라 정한다.

 

Evaluation results are published on the basis of results finalized following Factual Review and applicable procedures. The specific subjects, scope, methods, and timing of publication are determined in accordance with SEC’s applicable evaluation operating and disclosure standards.

 

평가결과가 관련 절차에 따라 정정 또는 변경되어 새로운 Rating이 최종 확정된 경우에는 정정·변경된 최종 Rating을 해당 평가연도의 유효한 평가결과로 본다.

 

Where an evaluation result is corrected or revised in accordance with applicable procedures and a new Rating is finalized, the corrected or revised final Rating is regarded as the valid evaluation result for the applicable Evaluation Year.

 

8. Rating의 활용과 유의사항

8. Utilization and Considerations of the Rating

 

 

SEC WFSRI Rating은 기업·공공기관 및 기타 조직의 책임경영과 지속가능성 및 미래 경쟁력에 관한 종합적인 평가결과를 이해하기 위한 평가정보로 활용할 수 있다.

 

The SEC WFSRI Rating may be used as evaluation information for understanding comprehensive evaluation results concerning the Responsible Management, Sustainability, and Future Competitiveness of corporations, public institutions, and other organizations.

 

Rating은 해당 평가연도와 평가범위 및 평가 당시 객관적으로 확인 가능한 자료를 기반으로 한 평가결과이다. 따라서 Rating을 해석할 때에는 평가대상의 유형·규모·기능·사업특성 및 운영환경과 함께 해당 평가연도와 평가범위를 고려할 필요가 있다.

 

The Rating is based on the applicable Evaluation Year and evaluation scope and on objectively verifiable information available at the time of evaluation. Accordingly, interpretation of the Rating should take into account the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, together with the applicable Evaluation Year and evaluation scope.

 

SEC WFSRI Rating은 특정 기업·공공기관 및 기타 조직의 모든 활동이나 제품·서비스·정책을 SEC가 보증하거나 승인한다는 의미가 아니다.

 

The SEC WFSRI Rating does not constitute an endorsement or approval by SEC of all activities, products, services, or policies of any corporation, public institution, or other organization.

 

또한 Rating은 평가대상의 미래성과를 보장하지 않으며, 투자·거래 또는 기타 특정 의사결정을 직접 권고하기 위한 정보가 아니다.

 

The Rating does not guarantee the future performance of an evaluation subject and is not intended as a direct recommendation for investment, transactions, or other specific decisions.

 

평가기간 이후 새롭게 발생한 사실이나 환경변화는 기존 Rating에 자동적으로 반영되지 않으며, Rating은 해당 평가연도와 평가범위 및 당시 확인 가능한 자료를 기준으로 해석할 필요가 있다.

 

New facts or changes in circumstances arising after the evaluation period are not automatically reflected in an existing Rating, and the Rating should be interpreted with reference to the applicable Evaluation Year and evaluation scope and the information verifiable at the time of evaluation.

 

BB(Certified)를 포함한 Rating의 획득만으로 SEC WFSRI Certification이 자동적으로 부여되는 것은 아니다. SEC WFSRI Certification의 의미와 운영원칙은 제10장에서 설명한다.

 

Attainment of a Rating, including BB (Certified), does not by itself automatically result in the granting of SEC WFSRI Certification. The meaning and operating principles of SEC WFSRI Certification are explained in Chapter X.
