SEC 평가체계의 159개 세부평가지표(Detailed Evaluation Indicators)는 9대 평가부문과 27개 하위평가항목을 실제 평가에 적용하기 위하여 구체화한 평가단위이다.
The 159 Detailed Evaluation Indicators of the SEC Evaluation Framework are specific evaluation units designed to apply the 9 Evaluation Domains and 27 Evaluation Pillars in actual evaluation.
159개 세부평가지표는 기업·공공기관 및 기타 조직의 책임경영을 정책이나 제도의 존재 여부만으로 판단하지 않고, 실제 운영과 이행, 성과와 영향 및 지속적인 개선 등을 체계적으로 살펴볼 수 있도록 구성한다.
The 159 Detailed Evaluation Indicators are structured to evaluate the Responsible Management of corporations, public institutions, and other organizations not merely by determining whether policies or systems exist, but by systematically examining actual operations and implementation, performance and impacts, and continuous improvement.
Ⅰ. 세부평가지표의 역할
I. Role of the Detailed Evaluation Indicators
세부평가지표는 27개 하위평가항목에서 정한 주요 평가주제를 실제 평가에 적용할 수 있도록 구체적인 평가요소로 연결하는 역할을 한다.
The Detailed Evaluation Indicators translate the principal evaluation themes established by the 27 Evaluation Pillars into specific evaluation elements that can be applied in actual evaluation.
SEC는 세부평가지표를 통해 조직의 책임경영이 비전이나 선언에 머무르지 않고 정책과 제도, 운영과 이행 및 실제 성과로 연결되고 있는지를 살펴본다.
Through the Detailed Evaluation Indicators, SEC examines whether an organization’s Responsible Management extends beyond vision statements or declarations and is translated into policies and systems, operations and implementation, and actual performance.
또한 조직의 활동으로 발생하거나 발생할 수 있는 주요 영향과 위험 및 기회에 어떻게 대응하고 있는지와 평가결과를 지속적인 개선으로 연결할 수 있는 기반을 갖추고 있는지를 함께 살펴본다.
SEC also considers how an organization responds to significant impacts, risks, and opportunities arising or potentially arising from its activities and whether it has established a foundation for continuous improvement.

159개 세부평가지표는 27개 하위평가항목의 평가목적을 구체적으로 구현하면서 조직의 책임경영을 다양한 관점에서 종합적으로 살펴볼 수 있도록 구성한다.
The 159 Detailed Evaluation Indicators are structured to implement the evaluation purposes of the 27 Evaluation Pillars and to enable Responsible Management to be assessed comprehensively from multiple perspectives.
세부평가지표는 평가대상의 특성과 해당 평가요소의 성격에 따라 정책 및 관리체계, 실제 운영과 이행, 성과와 영향, 위험과 기회에 대한 대응 및 지속적인 개선 등을 살펴볼 수 있도록 구성한다.
Depending on the characteristics of the evaluation subject and the nature of the relevant evaluation element, the Detailed Evaluation Indicators are structured to examine policies and management systems, actual operations and implementation, performance and impacts, responses to risks and opportunities, and continuous improvement.
모든 세부평가지표가 동일한 형태의 자료나 동일한 방식의 성과를 요구하는 것은 아니며, 각 지표의 평가목적과 특성에 따라 관련성이 높은 평가근거를 종합적으로 검토한다.
Not all Detailed Evaluation Indicators require the same form of information or the same type of performance. Relevant evaluation evidence is comprehensively reviewed according to the purpose and characteristics of each indicator.

III. Application to Different Evaluation Subjects
SEC는 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하되, 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 지표의 실질적 관련성 및 적용가능성을 고려하여 세부평가지표를 적용한다.
SEC consistently applies the common fundamental values and evaluation purposes of Responsible Management while applying the Detailed Evaluation Indicators with consideration of the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, as well as the substantive relevance and applicability of each indicator.
기업과 공공기관 및 기타 조직은 설립목적과 기능, 조직구조, 사업과 업무 및 운영방식이 서로 다를 수 있으므로, 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다.
Corporations, public institutions, and other organizations may differ in their purposes of establishment, functions, organizational structures, businesses and activities, and operating methods. Accordingly, reasonable and objectively verifiable means of implementation and outcomes that achieve the same evaluation purpose may be reflected in the evaluation.
평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the applicable Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.

IV. Evaluation Using the Detailed Evaluation Indicators
SEC는 세부평가지표를 적용할 때 객관적으로 확인 가능한 자료와 근거를 중심으로 정량정보와 정성정보를 종합적으로 검토한다.
When applying the Detailed Evaluation Indicators, SEC comprehensively reviews quantitative and qualitative information based primarily on objectively verifiable materials and evidence.
평가에서는 정책이나 제도의 수립 여부뿐만 아니라 실제 운영과 이행수준, 관련 성과와 변화, 주요 영향 및 책임 있는 대응 등을 해당 지표의 평가목적에 따라 종합적으로 살펴본다.
The evaluation considers, according to the purpose of the relevant indicator, not only whether policies or systems have been established but also actual operations and levels of implementation, related performance and changes, significant impacts, and responsible responses.
동일한 자료가 둘 이상의 세부평가지표를 판단하기 위한 평가근거로 활용될 수는 있으나, 동일한 활동·성과·영향을 동일한 평가목적으로 반복하여 인정하지 않는다.
The same information may be used as evaluation evidence for more than one Detailed Evaluation Indicator; however, the same activity, performance, or impact is not repeatedly recognized for the same evaluation purpose.

V. Linkage with Core Values
159개 세부평가지표는 SEC 평가철학과 평가체계가 실제 평가과정에서 구현될 수 있도록 구성하며, 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 한다.
The 159 Detailed Evaluation Indicators are structured to implement SEC’s Evaluation Philosophy and Evaluation Framework in the actual evaluation process and to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in evaluation results.
이 가운데 50개 지표는 SEC 핵심가치지표(Core Value Indicators, CVIs)로 선정하여 평가에 적용한다. 50개 핵심가치지표는 별도의 추가지표가 아니라 159개 세부평가지표에 포함되는 핵심지표이다.
Among them, 50 indicators are designated and applied as SEC Core Value Indicators (CVIs). The 50 Core Value Indicators are not separate additional indicators but core indicators included within the 159 Detailed Evaluation Indicators.

SEC는 평가체계에 대한 이해와 투명성을 높이기 위하여 9대 평가부문, 27개 하위평가항목 및 159개 세부평가지표로 구성되는 평가체계의 기본구조를 공개한다.
SEC discloses the fundamental structure of its Evaluation Framework, consisting of 9 Evaluation Domains, 27 Evaluation Pillars, and 159 Detailed Evaluation Indicators, to promote understanding and Transparency regarding the evaluation system.
다만 개별 세부평가지표의 구체적인 구성과 적용방법, 세부 평가기준과 판단기준, 점수·배점 및 가중치, 산출방식, 내부 조정·검증기준 및 기타 구체적인 평가기법은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.
However, the specific composition and application methods of individual Detailed Evaluation Indicators, detailed Evaluation Criteria and judgment standards, scores and point allocations, weights, calculation methods, internal adjustment and verification standards, and other specific evaluation techniques are, in principle, non-public in order to safeguard the Independence, Fairness, Objectivity, and Reliability of evaluation and are managed and shared on a restricted basis only to the extent necessary for conducting evaluations.
