SEC Evaluation Philosophy and Fundamental Principles
SEC(Sustainable Enterprise Evaluation Commission)는 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하기 위하여 WFSRI의 평가철학과 이론적 토대를 SEC 평가철학과 기본원칙에 반영한다.
SEC (Sustainable Enterprise Evaluation Commission) reflects the Evaluation Philosophy and theoretical foundations of the WFSRI in SEC’s Evaluation Philosophy and Fundamental Principles to objectively and systematically evaluate the Responsible Management of corporations, public institutions, and other organizations.
SEC 평가철학은 책임경영·지속가능성·공공가치·사회적 가치·공동체 가치·혁신역량과 미래 대응의 6대 핵심가치를 중심으로 구성하며, 실제 평가의 수행과 운영에는 독립성·공정성·객관성·전문성·투명성·신뢰성의 6대 기본원칙을 적용한다.
SEC’s Evaluation Philosophy is structured around six Core Values—Responsible Management, Sustainability, Public Value, Social Value, Community Value, and Innovation Capability and Future Readiness—while six Fundamental Principles—Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability—are applied to the conduct and operation of evaluations.
Ⅰ. SEC 평가철학의 6대 핵심가치
I. Six Core Values of SEC’s Evaluation Philosophy
1. 책임경영
Responsible Management
책임경영은 조직이 자신의 역할과 영향력을 인식하고 그에 따른 책임을 비전과 전략, 정책과 제도, 의사결정과 운영 전반에 지속적으로 반영하는 것을 의미한다.
Responsible Management means that an organization recognizes its roles and impacts and continuously reflects the resulting responsibilities throughout its vision and strategy, policies and systems, decision-making, and operations.
책임경영은 윤리경영이나 사회공헌 등 특정한 활동에 한정되지 않으며, 조직의 운영과 가치창출 전반에 책임의 원칙을 반영하는 종합적인 경영철학이다.
Responsible Management is not limited to particular activities such as ethical management or social contribution; it is a comprehensive management philosophy that integrates the principle of responsibility throughout organizational operations and value creation.
2. 지속가능성
Sustainability
지속가능성은 변화하는 사회·환경·산업·기술환경 속에서 조직이 지속적으로 발전하면서 현재세대와 미래세대를 함께 고려하는 책임 있는 성장을 실현할 수 있는 역량을 의미한다.
Sustainability refers to an organization’s capacity to continue developing amid changing social, environmental, industrial, and technological conditions while pursuing responsible growth that considers both present and future generations.
SEC는 현재의 성과뿐만 아니라 위험관리, 변화에 대한 대응, 장기 가치창출 및 미래 경쟁력으로 이어질 수 있는 지속가능한 역량을 함께 살펴본다.
SEC considers not only current performance but also sustainable capabilities relating to risk management, responses to change, long-term value creation, and future competitiveness.
3. 공공가치
Public Value
공공가치는 조직이 경제적·조직적 성과를 넘어 공익과 사회 전체의 지속가능한 발전에 기여함으로써 창출하는 가치를 의미한다.
Public Value refers to value created when an organization contributes to the public interest and the sustainable development of society beyond economic or organizational performance.
공공가치는 공공기관에만 한정되지 않으며, 기업·공공기관 및 기타 조직의 기능과 역할 및 사회적 영향에 따라 그에 상응하는 공공적 책임을 함께 고려한다.
Public Value is not limited to public institutions; it considers public responsibilities corresponding to the functions, roles, and social impacts of corporations, public institutions, and other organizations.
4. 사회적 가치
Social Value
사회적 가치는 조직이 자신의 활동으로 영향을 받는 다양한 이해관계자의 권리와 정당한 이익을 존중하고 사회와 함께 지속가능한 가치를 창출하는 과정에서 형성되는 가치이다.
Social Value is created through the process by which an organization respects the rights and legitimate interests of diverse stakeholders affected by its activities and creates sustainable value together with society.
인권, 안전, 평등과 다양성, 사회적 약자 보호 및 이해관계자 권리 등은 사회적 가치를 이해하고 평가하는 중요한 요소가 된다.
Human rights, safety, equality and diversity, protection of socially vulnerable groups, and stakeholder rights are important elements in understanding and evaluating Social Value.
5. 공동체 가치
Community Value
공동체 가치는 조직이 지역사회와 사회 및 다양한 이해관계자와 지속가능한 관계를 형성하고 공동의 발전에 기여함으로써 창출하는 가치를 의미한다.
Community Value refers to value created when an organization establishes sustainable relationships with local communities, society, and diverse stakeholders and contributes to shared development.
지역사회와의 협력, 사회안전망, 공동체 신뢰와 사회적 연대 및 공동체의 회복력은 조직과 공동체가 함께 지속가능하게 발전하기 위한 중요한 기반이 된다.
Cooperation with local communities, social safety nets, community trust and social solidarity, and community resilience provide important foundations for the sustainable development of organizations and communities together.
6. 혁신역량과 미래 대응
Innovation Capability and Future Readiness
혁신역량과 미래 대응은 조직이 변화하는 환경에 능동적으로 대응하고 새로운 가치를 지속적으로 창출하며 미래의 기회와 위험에 책임 있게 대응할 수 있는 역량을 의미한다.
Innovation Capability and Future Readiness refer to an organization’s capacity to proactively respond to changing conditions, continuously create new value, and responsibly address future opportunities and risks.
SEC는 새로운 기술의 도입 자체만을 혁신으로 보지 않으며, 기술·산업·사회·환경의 변화가 만들어내는 기회와 위험을 어떻게 인식하고 관리하며 지속가능한 가치로 연결하는지를 함께 살펴본다.
SEC does not regard the adoption of new technology itself as innovation. It also considers how organizations recognize and manage opportunities and risks arising from technological, industrial, social, and environmental change and translate them into sustainable value.
Ⅱ. SEC 평가의 6대 기본원칙
II. Six Fundamental Principles of SEC Evaluation
SEC는 평가의 전문성과 신뢰성을 확보하기 위하여 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability)을 평가의 6대 기본원칙으로 한다.
SEC applies Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability as its six Fundamental Principles to ensure the professionalism and credibility of its evaluations.
이러한 기본원칙은 평가체계와 평가방법론의 운영, 평가기준의 적용, 자료의 수집·분석·검증, 전문적 판단 및 평가결과의 확정 등 평가 전반에 적용한다.
These Fundamental Principles apply throughout the evaluation process, including the operation of the Evaluation Framework and Evaluation Methodology, application of Evaluation Criteria, collection, analysis and verification of data, professional judgment, and finalization of evaluation results.
1. 독립성
Independence
독립성은 평가에 관한 전문적 판단이 외부의 부당한 영향이나 이해관계로부터 독립적으로 이루어져야 한다는 원칙이다.
Independence requires professional evaluation judgments to be made free from inappropriate external influence or conflicts of interest.
SEC는 평가대상과의 경제적·사업적 관계가 개별 평가결과·평가등급 또는 인증결정에 부당한 영향을 미치지 않도록 관리한다. 특히 평가결과·평가등급 또는 인증결정의 유리한 변경을 조건으로 금전적 또는 기타 경제적 이익을 요구하거나 제공받지 않으며, 평가업무와 기타 사업 사이에서 발생할 수 있는 이해상충을 식별·예방·관리한다.
SEC manages its economic and business relationships with evaluation subjects to ensure that such relationships do not improperly influence individual evaluation results, Ratings, or certification decisions. In particular, SEC does not request or accept monetary or other economic benefits in exchange for favorable changes to evaluation results, Ratings, or certification decisions, and identifies, prevents, and manages potential conflicts of interest between evaluation activities and other business activities.
경제적·사업적 관계의 존재 여부 또는 재정적 기여 여부는 그 자체로 개별 평가결과·평가등급 또는 인증결정을 유리하거나 불리하게 하는 근거가 될 수 없으며, 필요한 경우 업무분리, 정보차단, 제척·회피 등 적절한 이해상충 관리조치를 적용한다.
The existence or absence of an economic or business relationship, or of a financial contribution, may not in itself constitute a basis for favorably or adversely affecting individual evaluation results, Ratings, or certification decisions. Where necessary, appropriate conflict-of-interest safeguards, including separation of functions, information barriers, recusal, and avoidance, are applied.
2. 공정성
Fairness
공정성은 모든 평가대상에 대하여 정해진 기준과 절차를 일관되게 적용하고 특정 조직에 부당하게 유리하거나 불리한 판단을 배제하는 원칙이다.
Fairness requires established standards and procedures to be applied consistently to all evaluation subjects and excludes judgments that unfairly favor or disadvantage any particular organization.
평가대상의 유형·규모·기능·사업특성 및 운영환경 등을 합리적으로 고려할 수 있으나, 이는 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
The type, scale, functions, operational characteristics, and operating environment of an evaluation subject may be reasonably considered, but this does not mean arbitrarily changing the applicable Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.
3. 객관성
Objectivity
객관성은 평가가 객관적으로 확인 가능한 자료와 사전에 정립된 평가기준을 바탕으로 이루어져야 한다는 원칙이다.
Objectivity requires evaluations to be based on objectively verifiable information and established Evaluation Criteria.
평가자료의 수집과 분석, 정량·정성평가 및 결과검증 과정에서는 사실과 근거를 중심으로 판단하고, 주관적 의견이나 선입견이 평가결과를 좌우하지 않도록 한다.
Data collection and analysis, quantitative and qualitative evaluation, and validation of evaluation results are based on facts and evidence, while subjective opinions or preconceptions should not determine evaluation outcomes.
4. 전문성
Professionalism
전문성은 평가가 해당 분야에 대한 지식과 경험, 체계적인 평가방법론 및 전문적인 판단을 바탕으로 수행되어야 한다는 원칙이다.
Professionalism requires evaluations to be conducted on the basis of relevant knowledge and experience, systematic Evaluation Methodology, and professional judgment.
책임경영 평가는 단순한 자료수집이나 수치비교만으로 이루어질 수 없으며, 다양한 정량·정성 정보와 평가대상의 특성 및 운영환경을 종합적으로 분석할 수 있는 전문역량이 필요하다.
Responsible Management evaluation cannot be conducted through data collection or numerical comparison alone. It requires professional capability to comprehensively analyze diverse quantitative and qualitative information together with the characteristics and operating environment of the evaluation subject.
5. 투명성
Transparency
투명성은 평가체계와 평가기준 및 주요 평가절차를 명확하고 일관되게 운영하고, 평가대상과 이해관계자가 평가의 기본적인 구조와 원칙을 이해할 수 있도록 하는 원칙이다.
Transparency requires the Evaluation Framework, Evaluation Criteria, and major evaluation procedures to be operated clearly and consistently and enables evaluation subjects and stakeholders to understand the fundamental structure and principles of evaluation.
투명성은 평가와 관련한 모든 내부정보를 공개한다는 의미가 아니다. SEC는 평가체계의 기본구조와 평가원칙 및 주요 절차를 합리적인 범위에서 투명하게 운영하는 한편, 세부 평가기준, 판단기준, 점수·배점 및 가중치, 산출방식, 내부 조정기준, 구체적인 평가기법 등 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 보호할 필요가 있는 정보는 평가 수행에 필요한 범위에서 제한적으로 관리·공유하며 비공개를 원칙으로 한다.
Transparency does not mean that all internal information relating to evaluation must be disclosed. SEC operates the fundamental structure, Evaluation Principles, and major procedures with an appropriate level of transparency, while detailed Evaluation Criteria, judgment standards, scores and point allocations, weights, calculation methods, internal adjustment standards, specific evaluation techniques, and other information requiring protection to safeguard the Independence, Fairness, Objectivity, and Reliability of evaluation are managed and shared on a restricted basis only to the extent necessary for conducting evaluations and, in principle, remain non-public.
6. 신뢰성
Reliability
신뢰성은 평가자료와 평가과정, 평가기준의 적용 및 평가결과가 일관되고 검증 가능한 방식으로 관리되어야 한다는 원칙이다.
Reliability requires evaluation materials, evaluation processes, the application of Evaluation Criteria, and evaluation results to be managed in a consistent and verifiable manner.
SEC는 평가자료의 정확성을 확인하고 평가과정에서 발생할 수 있는 오류를 최소화하며, 필요한 검증과 사실확인 절차를 통하여 평가결과의 품질과 신뢰성을 지속적으로 관리한다.
SEC verifies the accuracy of evaluation materials, seeks to minimize errors that may arise during the evaluation process, and continuously manages the quality and Reliability of evaluation results through necessary validation and Factual Review procedures.

SEC 평가철학의 6대 핵심가치와 SEC 평가의 6대 기본원칙은 서로 분리된 개념이 아니라 평가체계 전반에서 상호 연결되어 적용된다.
The six Core Values of SEC’s Evaluation Philosophy and the six Fundamental Principles of SEC Evaluation are not isolated concepts; they are interconnected and applied throughout the Evaluation Framework.
6대 핵심가치는 무엇을 중요하게 보고 평가할 것인가에 관한 가치적 기반을 형성하고, 6대 기본원칙은 그 평가를 어떠한 원칙에 따라 수행할 것인가에 관한 운영적 기반을 형성한다.
The six Core Values provide the value-based foundation for what SEC considers important in evaluation, while the six Fundamental Principles provide the operational foundation for how the evaluation is conducted.
