    SEC Evaluation Methodology

     

     

    SEC 평가방법론(SEC Evaluation Methodology)은 SEC 평가철학과 기본원칙을 실제 평가에 구현하기 위한 방법론적 기반으로서, 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하기 위한 평가방법과 적용방향을 제시한다.

     

    The SEC Evaluation Methodology provides the methodological foundation for implementing SEC’s Evaluation Philosophy and Fundamental Principles in actual evaluation and establishes the methods and directions for objectively and systematically evaluating the Responsible Management of corporations, public institutions, and other organizations.

     

    SEC는 평가대상의 유형·규모·기능·사업특성 및 운영환경과 각 평가요소의 특성을 고려하여 정량정보와 정성정보, 객관적으로 확인 가능한 자료와 관련 근거를 종합적으로 검토하고 전문적인 판단을 통해 평가한다.

     

    SEC evaluates corporations, public institutions, and other organizations through professional judgment based on a comprehensive review of quantitative and qualitative information, objectively verifiable materials, and relevant evidence, while considering the type, scale, functions, operational characteristics, and operating environment of the evaluation subject and the characteristics of each evaluation element.

     

    책임경영 평가는 단순한 수치비교나 특정 자료의 존재 여부만으로 이루어지지 않는다. SEC는 정책과 제도의 구축 여부뿐만 아니라 실제 운영과 이행, 성과와 영향 및 지속적인 개선 등을 종합적으로 살펴본다.

     

    Responsible Management evaluation is not based solely on numerical comparison or the existence of particular documents. SEC considers not only whether policies and systems have been established, but also their actual operation and implementation, performance and impacts, and continuous improvement.

     

    Ⅰ. 정량평가와 정성평가

    I. Quantitative and Qualitative Evaluation

     

     

    SEC는 평가요소의 특성에 따라 정량평가와 정성평가를 적용하고, 필요한 경우 두 평가방식을 종합하여 평가한다.

     

    SEC applies quantitative and qualitative evaluation according to the characteristics of each evaluation element and, where necessary, integrates both approaches.

     

     

     

    1. 정량평가

    Quantitative Evaluation

     

    정량평가는 객관적으로 확인 가능한 수치와 데이터를 바탕으로 조직의 성과와 변화 정도 등을 평가하는 방법이다.

     

    Quantitative Evaluation assesses organizational performance, changes over time, and other relevant factors on the basis of objectively verifiable numerical information and data.

     

    평가에서는 해당 지표의 목적과 특성에 따라 절대적인 수치뿐만 아니라 변화추이, 개선성과, 목표 대비 실적 및 기타 객관적으로 비교 가능한 정보를 활용할 수 있다.

     

    Depending on the purpose and characteristics of the relevant indicator, evaluation may consider not only absolute numerical values but also trends over time, improvement outcomes, performance against targets, and other objectively comparable information.

     

    정량정보는 그 자체만으로 기계적으로 판단하지 않으며, 필요한 경우 조직의 특성과 해당 수치가 나타내는 실질적인 의미 및 관련 근거를 함께 검토한다.

     

    Quantitative information is not interpreted mechanically in isolation. Where necessary, SEC also considers organizational characteristics, the substantive meaning of the relevant data, and supporting evidence.

     

     

     

    2. 정성평가

    Qualitative Evaluation

     

     

    정성평가는 단순한 수치만으로 충분히 판단하기 어려운 정책과 제도, 운영체계, 의사결정, 실행수준, 위험관리, 영향과 책임 및 지속적인 개선 등을 관련 자료와 근거를 바탕으로 평가하는 방법이다.

     

    Qualitative Evaluation assesses policies and systems, operational structures, decision-making, implementation, risk management, impacts and responsibilities, continuous improvement, and other elements that cannot be adequately evaluated through numerical information alone, based on relevant materials and evidence.

     

    정성평가에서는 정책이나 제도의 존재 여부만을 확인하는 데 그치지 않고, 해당 정책과 제도가 실제로 운영되고 있는지, 책임과 역할이 적절하게 설정되어 있는지, 실행성과와 개선이 이루어지고 있는지 등을 종합적으로 살펴본다.

     

    Qualitative Evaluation does not merely confirm the existence of policies or systems. It also considers whether they are actually implemented, whether responsibilities and roles are appropriately established, and whether implementation outcomes and improvements are being achieved.

     

    정성평가에는 전문적인 판단이 필요하지만, 이러한 판단은 평가자의 자의적인 의견에 의존하는 것이 아니라 사전에 정립된 평가기준과 객관적으로 확인 가능한 자료 및 관련 근거를 바탕으로 이루어진다.

     

    Although Qualitative Evaluation requires professional judgment, such judgment is not based on the evaluator’s arbitrary opinion but on established Evaluation Criteria, objectively verifiable information, and relevant evidence.

     

     

     

    Ⅱ. 평가자료와 근거

    II. Evaluation Materials and Evidence

     

     

    SEC는 평가결과의 객관성과 신뢰성을 확보하기 위하여 객관적으로 확인 가능한 자료와 근거를 중심으로 평가한다.

     

    SEC conducts evaluations primarily on the basis of objectively verifiable materials and evidence to support the Objectivity and Reliability of evaluation results.

     

    평가에는 평가대상이 공개하거나 제공한 자료뿐만 아니라 법령과 제도, 공시자료, 공식 보고서와 통계, 정부·공공기관의 공개자료 및 기타 출처와 신뢰성을 합리적으로 확인할 수 있는 자료 등을 활용할 수 있다.

     

    Evaluation may utilize materials publicly disclosed or provided by the evaluation subject, as well as laws and institutional information, disclosure materials, official reports and statistics, publicly available information from government and public institutions, and other materials whose sources and Reliability can be reasonably verified.

     

    평가자료는 단순히 자료의 양이나 제출 여부만으로 판단하지 않으며, 해당 자료가 평가목적과 실질적으로 관련되는지, 객관적으로 확인 가능한지, 평가대상의 실제 운영과 성과를 적절하게 뒷받침하는지를 함께 살펴본다.

     

    Evaluation materials are not assessed merely on the basis of their volume or whether they have been submitted. SEC also considers whether the materials are substantively relevant to the evaluation purpose, objectively verifiable, and capable of appropriately supporting the actual operations and performance of the evaluation subject.

     

    특정한 형식의 자료가 존재하지 않는다는 사실만으로 평가대상의 관련 활동이나 성과가 존재하지 않는다고 단정하지 않으며, 동일한 평가목적을 객관적으로 확인할 수 있는 합리적인 대체자료와 근거가 있는 경우 이를 함께 검토할 수 있다.

     

    The absence of materials in a particular form does not, by itself, establish that relevant activities or performance are absent. Where reasonable alternative materials and evidence objectively demonstrate the same evaluation purpose, such information may also be considered.

     

     

     

    Ⅲ. 데이터 검증

    III. Data Verification

     

     

    SEC는 평가에 활용되는 자료와 정보의 정확성·일관성 및 신뢰성을 확보하기 위하여 필요한 검증절차를 적용한다.

     

    SEC applies necessary verification procedures to support the accuracy, consistency, and Reliability of materials and information used in evaluation.

     

    평가자료의 출처와 작성기준, 기준기간, 수치와 내용의 일관성 및 관련 자료 간의 정합성 등을 확인하고, 필요한 경우 서로 다른 자료와 정보를 비교·검토하여 평가근거의 신뢰성을 확인한다.

     

    SEC reviews the sources, preparation standards, reference periods, consistency of figures and content, and coherence among relevant materials and, where necessary, compares information from different sources to assess the Reliability of evaluation evidence.

     

    자료 간에 차이가 있거나 사실관계에 대한 추가적인 확인이 필요한 경우에는 관련 근거를 추가로 검토하고 필요한 확인절차를 거쳐 평가에 반영한다.

     

    Where differences exist among materials or additional confirmation of factual matters is necessary, SEC reviews relevant supporting evidence and applies appropriate verification procedures before reflecting the information in the evaluation.

     

    자료가 공개되어 있지 않거나 충분한 근거를 통해 객관적으로 확인할 수 없는 경우에는 해당 사실을 임의로 추정하여 평가하지 않는다.

     

    Where information is not publicly available or cannot be objectively verified through sufficient evidence, SEC does not arbitrarily presume the relevant facts for evaluation purposes.

     

     

     

    Ⅳ. 평가대상의 특성과 적용가능성

    IV. Characteristics of Evaluation Subjects and Applicability

     

     

    SEC는 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하면서 평가대상의 유형·규모·기능·사업특성·운영환경과 해당 평가요소의 실질적 관련성 및 적용가능성을 함께 고려한다.

     

    SEC consistently applies the common fundamental values and evaluation purposes of Responsible Management while considering the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, together with the substantive relevance and applicability of the evaluation element concerned.

     

    기업과 공공기관 및 기타 조직은 설립목적과 법적·제도적 환경, 조직구조, 사업과 업무 및 이행방식이 서로 다를 수 있다. 이러한 차이가 있는 경우에도 평가목적과 기능이 실질적으로 동일하다면 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다.

     

    Corporations, public institutions, and other organizations may differ in their purposes of establishment, legal and institutional environments, organizational structures, businesses and activities, and means of implementation. Even where such differences exist, reasonable and objectively verifiable means of implementation and outcomes may be reflected in the evaluation where they substantively fulfill the same evaluation purpose and function.

     

    평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.

     

    Taking the characteristics of an evaluation subject into account does not mean arbitrarily changing the applicable Evaluation Criteria or applying them in a manner that favors or disadvantages a particular evaluation subject.

     

    세부평가지표의 구체적인 적용에 관한 원칙은 평가지표 적용원칙에서 제시한다.

    Ⅴ. 전문적 판단과 평가결과의 종합

    V. Professional Judgment and Integration of Evaluation Results

     

     

    SEC는 정량정보와 정성정보, 평가자료와 검증결과 및 평가대상의 특성과 적용가능성 등을 종합적으로 검토하여 평가결과를 도출한다.

     

    SEC derives evaluation results through a comprehensive review of quantitative and qualitative information, evaluation materials, verification results, and the characteristics and applicability relevant to the evaluation subject.

     

    평가결과는 특정한 하나의 자료나 수치만을 근거로 판단하지 않으며, 각 평가요소의 목적과 관련 근거 및 실제 이행수준과 성과 등을 종합적으로 고려하여 판단한다.

     

    Evaluation results are not determined on the basis of any single item of information or numerical value. SEC considers the purpose of each evaluation element, relevant evidence, actual levels of implementation, and performance in an integrated manner.

     

    평가과정에서 이루어지는 전문적 판단은 SEC 평가철학과 기본원칙, 평가방법론 및 사전에 정립된 평가기준에 따라 이루어지며, 평가결과의 일관성과 객관성 및 신뢰성을 확보할 수 있도록 관리한다.

     

    Professional judgments made during the evaluation process are guided by SEC’s Evaluation Philosophy and Fundamental Principles, Evaluation Methodology, and established Evaluation Criteria and are managed to support the consistency, Objectivity, and Reliability of evaluation results.

     

    SEC 평가체계를 통해 도출된 평가결과는 정해진 평가방법론에 따라 종합되며, WF책임경영지수(WF Sustainable Responsibility Index, WFSRI) 산출과 관련 평가결과 체계로 연결된다.

     

    Evaluation results generated through the SEC Evaluation Framework are integrated in accordance with the established Evaluation Methodology and contribute to the derivation of the WF Sustainable Responsibility Index (WFSRI) and related evaluation result systems.

     

    세부적인 평가기준, 판단기준, 점수·배점 및 가중치, 구체적인 산출방식, 내부 조정·검증기준 및 기타 구체적인 평가기법은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

     

    Detailed Evaluation Criteria, judgment standards, scores and point allocations, weights, specific calculation methods, internal adjustment and verification standards, and other specific evaluation techniques are, in principle, non-public in order to safeguard the Independence, Fairness, Objectivity, and Reliability of evaluation and are managed and shared on a restricted basis only to the extent necessary for conducting evaluations.
