1. 평가지표 체계의 개요
1. Overview of the SEC Indicator System
SEC 평가지표 체계(SEC Indicator System)는 SEC 평가체계(SEC Evaluation Framework)의 9대 평가부문(SEC Evaluation Domains)과 27개 하위평가항목(SEC Evaluation Pillars)을 실제 평가에 적용하기 위하여 총 159개 세부평가지표(Detailed Evaluation Indicators)로 구체화한 평가지표 체계이다.
The SEC Indicator System is a structured system comprising 159 Detailed Evaluation Indicators designed to translate the nine SEC Evaluation Domains and twenty-seven SEC Evaluation Pillars of the SEC Evaluation Framework into actual evaluation.
159개 세부평가지표는 조직의 정책과 원칙, 전략과 의사결정, 거버넌스와 책임체계, 사업·정책·서비스와 업무, 운영과 자원투입, 위험과 기회, 이해관계자 관계, 실행성과와 영향, 모니터링과 평가, 설명책임 및 지속적인 개선 등 책임경영을 구성하는 다양한 요소를 구체적으로 분석하기 위한 평가단위로 활용된다.
The 159 Detailed Evaluation Indicators serve as specific units of assessment for analyzing diverse dimensions of Responsible Management, including organizational policies and principles, strategy and decision-making, governance and accountability systems, businesses, policies, services and work activities, operations and resource allocation, risks and opportunities, stakeholder relationships, implementation performance and impacts, monitoring and evaluation, accountability, and continuous improvement.
각 세부평가지표는 해당 평가부문과 하위평가항목의 평가목적에 따라 구성되며, 객관적으로 확인 가능한 자료와 관련 평가기준(Evaluation Criteria)을 바탕으로 실제 평가에 적용된다.
Each Detailed Evaluation Indicator is structured according to the objectives of its corresponding Evaluation Domain and Evaluation Pillar and is applied in actual evaluation on the basis of objectively verifiable information and applicable Evaluation Criteria.
159개 세부평가지표 가운데 50개는 SEC 핵심가치지표(SEC Core Value Indicators, CVIs)로 선정된다. 50개 CVIs는 159개 세부평가지표와 별도로 추가되는 지표가 아니라 159개 세부평가지표에 포함되는 핵심지표이다.
Among the 159 Detailed Evaluation Indicators, 50 are selected as SEC Core Value Indicators (CVIs). The 50 CVIs are not additional indicators separate from the 159 Detailed Evaluation Indicators but are core indicators included within the 159 indicators.
2. 평가지표 체계의 기본방향
2. Fundamental Direction of the Indicator System
SEC 평가지표 체계는 조직의 책임경영을 특정 정책이나 제도의 존재 또는 단기적인 성과만으로 판단하지 않는다. 조직의 정책과 원칙이 실제 의사결정과 운영 및 실행으로 이어지고 있는지, 그 결과 어떠한 성과와 영향이 나타나는지, 관련 위험과 기회를 어떻게 관리하고 지속적으로 개선하는지를 종합적으로 살펴본다.
The SEC Indicator System does not assess organizational Responsible Management solely on the basis of the existence of particular policies or systems or short-term performance. It comprehensively examines whether organizational policies and principles are translated into actual decision-making, operations, and implementation; what performance and impacts result; and how related risks and opportunities are managed and continuously improved.
또한 조직의 의사결정과 활동이 사람과 환경, 사회, 이해관계자와 공동체 및 현재세대와 미래세대에 미치는 영향을 살펴보고, 그 영향에 상응하는 책임이 조직의 정책과 거버넌스, 운영과 실행 및 성과에 어떻게 반영되고 있는지를 분석한다.
It also examines the impacts of organizational decisions and activities on people, the environment, society, stakeholders and communities, and present and Future Generations, and analyzes how responsibilities corresponding to those impacts are reflected in organizational policies, governance, operations, implementation, and performance.
이에 따라 SEC 평가지표 체계는 정책·원칙에서 실행으로, 실행에서 성과와 영향으로, 현재의 성과에서 장기적인 지속가능성으로 평가의 관점을 확장한다.
Accordingly, the SEC Indicator System extends the evaluation perspective from policies and principles to implementation, from implementation to performance and impacts, and from present performance to long-term Sustainability.
평가지표는 평가대상과 평가영역의 특성에 따라 정책·원칙 → 거버넌스·책임체계 → 실행 → 자원투입 → 성과 → 영향 → 모니터링·평가 → 설명책임 → 지속적 개선의 흐름을 종합적으로 살펴볼 수 있도록 구성한다.
The indicators are structured, as appropriate to the evaluation subject and area, to enable comprehensive consideration of the progression from Policies and Principles → Governance and Accountability Systems → Implementation → Resource Allocation → Performance → Impacts → Monitoring and Evaluation → Accountability → Continuous Improvement.
다만 모든 세부평가지표에서 이러한 모든 요소를 기계적으로 동일하게 요구하지 않으며, 각 지표의 평가목적과 성격 및 평가대상에 대한 실질적 관련성과 적용가능성에 따라 필요한 요소를 중심으로 살펴본다.
However, all of these elements are not mechanically or identically required for every Detailed Evaluation Indicator. Relevant elements are considered according to the evaluation purpose and characteristics of each indicator and its substantive relevance and applicability to the evaluation subject.
3. 159개 세부평가지표의 구조와 기능
3. Structure and Functions of the 159 Detailed Evaluation Indicators
159개 세부평가지표는 9대 평가부문과 27개 하위평가항목의 평가목적을 구체적인 평가단위로 연결하여 SEC 평가체계를 실제 평가에 적용하는 지표구조를 형성한다.
The 159 Detailed Evaluation Indicators form the indicator structure through which the evaluation purposes of the nine Evaluation Domains and twenty-seven Evaluation Pillars are translated into specific units and applied in actual evaluation.
159개 세부평가지표는 9대 평가부문별로 제Ⅰ평가부문 18개, 제Ⅱ평가부문 18개, 제Ⅲ평가부문 18개, 제Ⅳ평가부문 21개, 제Ⅴ평가부문 18개, 제Ⅵ평가부문 17개, 제Ⅶ평가부문 15개, 제Ⅷ평가부문 18개, 제Ⅸ평가부문 16개로 구성된다.
The 159 Detailed Evaluation Indicators are distributed across the nine Evaluation Domains as follows: 18 in Domain I, 18 in Domain II, 18 in Domain III, 21 in Domain IV, 18 in Domain V, 17 in Domain VI, 15 in Domain VII, 18 in Domain VIII, and 16 in Domain IX.
평가부문별 세부평가지표 수의 차이는 해당 평가부문의 중요도나 평가결과에서의 기계적인 비중을 의미하지 않는다. 이는 각 평가부문에서 다루는 책임경영 요소의 범위와 특성을 구체적인 평가단위로 구성한 결과이다.
Differences in the number of Detailed Evaluation Indicators among the Evaluation Domains do not represent the relative importance of a Domain or a mechanical weighting in evaluation results. Rather, they reflect the scope and characteristics of the Responsible Management elements translated into specific evaluation units within each Domain.
159개 세부평가지표 가운데 선정되는 50개 SEC 핵심가치지표(CVIs)의 개념과 역할 및 159개 세부평가지표와의 관계는 제7장에서 설명한다.
The concept and role of the 50 SEC Core Value Indicators (CVIs) selected from among the 159 Detailed Evaluation Indicators, as well as their relationship with the 159 indicators, are explained in Chapter VII.
4. 평가대상별 공통 적용원칙
4. Common Application Principles Across Evaluation Subjects
SEC 평가지표 체계를 구성하는 세부평가지표는 기업·공공기관 및 기타 평가대상에 대하여 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용하는 것을 원칙으로 한다.
As a general principle, the Detailed Evaluation Indicators comprising the SEC Indicator System consistently apply the common fundamental values and evaluation purposes of Responsible Management across corporations, public institutions, and other evaluation subjects.
다만 평가대상의 유형·규모·기능·사업특성·운영환경과 각 지표의 실질적 관련성 및 적용가능성을 고려하여 해당 조직에서 실질적으로 수행되는 정책·제도·사업·업무·서비스·활동·자원투입·운영체계·성과 및 영향 등을 종합적으로 평가한다.
However, taking into account the type, scale, functions, operational characteristics, and operating environment of the evaluation subject, as well as the substantive relevance and applicability of each indicator, SEC comprehensively evaluates policies, systems, businesses, work activities, services, initiatives, resource allocation, operational structures, performance, and impacts substantively relevant to the organization.
조직유형에 따라 제도·조직·사업·정책·서비스·업무 및 이행방식이 서로 다른 경우에도 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영할 수 있다.
Where systems, organizational arrangements, businesses, policies, services, work activities, or implementation methods differ according to organizational type, reasonable and objectively verifiable means of implementation and performance that achieve the same evaluation purpose may be reflected in the evaluation.
즉, 같은 목적을 평가하되 같은 형식을 강제하지 않는다.
In other words, the same purpose is evaluated without requiring the same form.
평가지표의 적용범위와 요구수준은 평가대상의 규모와 기능, 사업·업무의 성격, 영향과 위험의 중요성 및 해당 지표의 관련성을 고려하여 합리적이고 비례적으로 적용한다.
The scope and level of application of an indicator are determined reasonably and proportionately in consideration of organizational scale and functions, the nature of businesses and work activities, the materiality of impacts and risks, and the relevance of the indicator.
특정 세부평가지표가 평가대상에 실질적으로 적용되지 않는다고 판단하는 경우에는 해당 지표의 평가목적과 조직의 실제 기능, 기능적 대응 가능성, 실질적 관련성 및 적용가능성을 객관적으로 검토한다.
Where a particular Detailed Evaluation Indicator is determined not to be substantively applicable to an evaluation subject, its evaluation purpose, the organization’s actual functions, potential functional equivalence, substantive relevance, and applicability are objectively reviewed.
관련 정책이나 제도가 존재하지 않는다는 사실, 관련 활동의 성과가 미흡하다는 사실 또는 관련 정보가 공개되지 않았다는 사실만으로 해당 지표를 적용제외(Not Applicable, N/A)로 판단하지 않는다.
The mere absence of a relevant policy or system, insufficient performance in a relevant activity, or non-disclosure of relevant information does not by itself constitute a basis for determining an indicator to be Not Applicable (N/A).
동일한 자료가 둘 이상의 세부평가지표를 판단하기 위한 평가근거로 활용될 수는 있으나, 동일한 활동·성과·영향을 동일한 평가목적으로 반복하여 인정하지 않는다.
The same information may serve as evaluation evidence for more than one Detailed Evaluation Indicator; however, the same activity, performance, or impact is not recognized repeatedly for the same evaluation purpose.
5. 평가대상별 용어와 기능의 적용
5. Application of Terminology and Functions Across Evaluation Subjects
SEC는 세부평가지표를 적용할 때 형식적인 조직명칭이나 제도명칭만을 기준으로 판단하지 않고 해당 평가대상에서 실질적으로 수행되는 기능과 역할을 함께 고려한다.
When applying Detailed Evaluation Indicators, SEC considers the substantive functions and roles performed by an evaluation subject rather than relying solely on formal organizational or institutional terminology.
기업의 이사회에 관한 평가관점은 공공기관 및 기타 조직에서는 법령·정관·설립근거와 조직구조 등에 따라 이에 준하는 최고의사결정기구 또는 감독기구에 적용할 수 있다.
Evaluation perspectives concerning a corporate board may apply, in public institutions and other organizations, to an equivalent highest decision-making or supervisory body established in accordance with applicable laws, articles of incorporation, founding instruments, or organizational structures.
고객·소비자에 관한 평가관점은 평가대상의 특성에 따라 국민·수혜자·이용자 등 해당 조직의 활동이나 서비스로 영향을 받는 주체에 적용할 수 있다.
Evaluation perspectives concerning customers and consumers may, depending on the characteristics of the evaluation subject, apply to citizens, beneficiaries, users, or other parties affected by the organization’s activities or services.
공급망과 협력관계에 관한 평가관점은 기업의 공급망뿐만 아니라 공공기관 및 기타 조직의 구매·조달·외주·위탁·용역계약·협력사업·협력기관 및 기타 가치사슬 관계 등에 적용할 수 있다.
Evaluation perspectives concerning supply chains and business relationships may apply not only to corporate supply chains but also to purchasing, procurement, outsourcing, entrusted activities, service contracts, collaborative projects, partner organizations, and other value chain relationships of public institutions and other organizations.
투자와 자원배분에 관한 평가관점은 조직의 특성에 따라 투자뿐만 아니라 예산·사업·정책·조달 및 기타 자원의 배분과 투입에 적용할 수 있다.
Evaluation perspectives concerning investment and resource allocation may, depending on organizational characteristics, apply not only to investment but also to budgets, projects, policies, procurement, and other forms of resource allocation.
사업에 관한 평가관점 역시 평가대상의 특성에 따라 정책·공공사업·서비스·행정·업무·프로그램 및 기타 조직활동에 적용할 수 있다.
Evaluation perspectives concerning business activities may likewise apply, depending on the characteristics of the evaluation subject, to policies, public projects, services, administration, work activities, programs, and other organizational operations.
AI와 디지털 기술에 관한 평가관점은 관련 기술을 직접 개발하거나 제공하는 조직뿐만 아니라 이를 도입·활용하거나 주요 업무·서비스·의사결정에 사용하는 조직에도 실질적 관련성과 영향 및 위험을 고려하여 적용할 수 있다. AI 또는 디지털 기술을 도입하거나 활용한다는 사실 자체를 긍정적인 평가성과로 간주하지 않는다.
Evaluation perspectives concerning AI and digital technologies may apply not only to organizations that directly develop or provide such technologies but also to organizations that adopt or use them in major work activities, services, or decision-making, taking into account their substantive relevance, impacts, and risks. The adoption or use of AI or digital technology is not in itself regarded as positive evaluation performance.
6. 정량평가와 정성평가
6. Quantitative and Qualitative Evaluation
SEC의 세부평가지표는 각 지표의 성격과 평가목적에 따라 정량적 분석과 정성적 분석을 종합적으로 활용한다.
SEC’s Detailed Evaluation Indicators utilize both quantitative and qualitative analysis according to the characteristics and evaluation purpose of each indicator.
정량평가는 수치화하거나 객관적으로 비교할 수 있는 자료와 성과를 중심으로 분석하며, 정성평가는 정책과 원칙의 적절성, 거버넌스와 책임체계, 운영체계의 실효성, 실행수준, 위험과 기회의 관리, 성과와 영향, 설명책임 및 지속적인 개선 등을 종합적으로 살펴본다.
Quantitative evaluation focuses on information and performance that can be quantified or objectively compared, while qualitative evaluation comprehensively considers the adequacy of policies and principles, governance and accountability systems, effectiveness of operational structures, level of implementation, management of risks and opportunities, performance and impacts, accountability, and continuous improvement.
책임경영의 일부 영역은 정량적인 수치만으로 그 실질을 충분히 판단하기 어려울 수 있으며, 반대로 정책이나 제도의 존재만으로 실제 실행성과와 영향을 판단하기 어려울 수 있다. 따라서 SEC는 각 세부평가지표의 평가목적과 성격에 따라 객관적으로 확인 가능한 정량적·정성적 자료를 종합적으로 분석한다.
Some dimensions of Responsible Management may not be adequately assessed through quantitative figures alone, while the existence of policies or systems by itself may likewise be insufficient to demonstrate actual implementation, performance, and impacts. Accordingly, SEC comprehensively analyzes objectively verifiable quantitative and qualitative information according to the evaluation purpose and characteristics of each Detailed Evaluation Indicator.
7. 평가자료와 검증
7. Evaluation Materials and Verification
SEC는 평가의 객관성과 신뢰성을 확보하기 위하여 공개자료, 공식자료, 법정공시자료 및 기타 객관적으로 확인 가능한 자료를 중심으로 평가자료를 수집·분석하는 것을 원칙으로 한다.
To support the Objectivity and Reliability of evaluation, SEC generally collects and analyzes publicly available information, official information, statutory disclosures, and other objectively verifiable materials.
필요한 경우 평가목적과 평가절차에 따라 평가대상에 추가자료를 요청하거나 관련 자료를 확인할 수 있다.
Where necessary, SEC may request additional materials from an evaluation subject or verify relevant information in accordance with the evaluation purpose and process.
평가자료는 출처와 신뢰성, 해당 세부평가지표와의 관련성, 객관성, 구체성, 일관성 및 검증가능성 등을 종합적으로 확인하여 평가에 활용한다.
Evaluation materials are used after comprehensive consideration of their source, Reliability, relevance to the applicable Detailed Evaluation Indicator, Objectivity, specificity, consistency, and verifiability.
자료가 공개되어 있거나 평가대상이 관련 자료를 제출했다는 사실 또는 제출자료의 양만으로 긍정적인 평가를 하는 것은 아니다. SEC는 해당 자료가 실제 정책·운영·활동·성과 및 영향과 어떻게 연결되는지를 객관적으로 확인한다.
The mere public availability, submission, or volume of relevant information does not in itself constitute positive evaluation performance. SEC objectively examines how such information relates to actual policies, operations, activities, performance, and impacts.
필요한 경우 서로 다른 자료를 상호 확인하여 정보의 정확성과 일관성을 검토하며, 객관적인 근거가 충분하지 않은 사항을 확인된 성과로 간주하지 않는다.
Where necessary, different sources may be cross-checked to examine the accuracy and consistency of information, and matters lacking sufficient objective evidence are not treated as verified performance.
평가과정에서 취득하거나 확인한 비공개 자료는 관련 운영원칙과 적용기준에 따라 적절하게 관리한다.
Non-public information obtained or reviewed during the evaluation process is appropriately managed in accordance with applicable operational principles and standards.
8. 평가의 일관성과 비교가능성
8. Evaluation Consistency and Comparability
SEC 평가지표 체계는 서로 다른 유형의 평가대상에 공통적인 책임경영 평가목적과 평가기준을 적용하면서 각 조직의 실제 기능과 특성을 합리적으로 반영하는 것을 지향한다.
The SEC Indicator System seeks to apply common Responsible Management evaluation purposes and Evaluation Criteria across different types of evaluation subjects while reasonably reflecting their actual functions and characteristics.
평가대상의 특성을 고려한다는 것은 동일한 평가기준을 임의로 변경하거나 특정 평가대상에 유리하거나 불리하게 적용한다는 의미가 아니다.
Considering the characteristics of an evaluation subject does not mean arbitrarily changing common Evaluation Criteria or applying them in a manner that favors or disadvantages a particular organization.
각 세부평가지표의 평가목적과 공통적인 평가기준을 유지하면서 해당 조직에서 실질적으로 이에 해당하는 정책·원칙·제도·기능·활동·성과 및 영향을 확인함으로써 평가의 일관성과 실질적인 비교가능성을 함께 확보한다.
SEC maintains the evaluation purpose and common Evaluation Criteria of each Detailed Evaluation Indicator while identifying substantively corresponding policies, principles, systems, functions, activities, performance, and impacts within each organization, thereby supporting both evaluation consistency and meaningful comparability.
평가대상의 유형이나 규모 등을 고려하여 지표를 적용하거나 적용제외(N/A) 여부를 판단하는 경우에도 사전에 정해진 평가목적과 객관적인 적용기준을 바탕으로 판단하며, 평가대상과의 관계나 이해관계 등에 따라 자의적으로 달리 적용하지 않는다.
Even where indicators are applied or a determination of Not Applicable (N/A) is made in consideration of the type or scale of an evaluation subject, such determination is based on pre-established evaluation purposes and objective applicability criteria and is not varied arbitrarily according to relationships with or interests involving the evaluation subject.
9. 평가결과 및 WFSRI와의 연계
9. Linkage with Evaluation Results and the WFSRI
159개 세부평가지표를 통하여 도출된 평가결과는 해당 하위평가항목과 평가부문 및 SEC 평가체계 전체와 연계하여 SEC 평가방법론에 따라 종합적으로 분석된다.
Evaluation results derived through the 159 Detailed Evaluation Indicators are comprehensively analyzed in accordance with the SEC Evaluation Methodology in connection with the corresponding Evaluation Pillars, Evaluation Domains, and the SEC Evaluation Framework as a whole.
50개 핵심가치지표(CVIs)는 책임경영의 핵심가치와 주요 평가요소가 평가결과에 실질적으로 반영될 수 있도록 SEC 평가방법론에 따라 평가에 적용한다.
세부평가지표 또는 핵심가치지표의 수 자체가 평가부문별 가중치나 최종 평가결과에서의 비중을 의미하지 않으며, 개별 세부평가지표의 단순한 합계만으로 최종 평가결과를 결정하지 않는다.
The 50 Core Value Indicators (CVIs) are applied in accordance with the SEC Evaluation Methodology to ensure that the core values and principal elements of Responsible Management are meaningfully reflected in the evaluation results. Neither the number of Detailed Evaluation Indicators nor the number of Core Value Indicators in itself represents the weighting of an Evaluation Domain or its proportion in the final evaluation result, and final evaluation results are not determined merely by a simple sum of individual Detailed Evaluation Indicators.
이러한 평가결과의 종합과 WFSRI 산출에 관한 사항은 제8장에서 설명한다.
The integration of these evaluation results and the derivation of the WFSRI are explained in Chapter VIII.
10. 평가지표 체계의 공개범위
10. Scope of Disclosure of the Indicator System
SEC는 평가체계에 대한 이해와 투명성을 높이기 위하여 9대 평가부문과 27개 하위평가항목의 명칭과 주요 내용을 공개하고, SEC 평가지표 체계가 총 159개 세부평가지표로 구성되며 그 가운데 50개가 SEC 핵심가치지표(CVIs)로 선정된다는 기본적인 구조를 공개한다.
To enhance understanding and Transparency of the Evaluation Framework, SEC discloses the names and principal content of the nine SEC Evaluation Domains and twenty-seven SEC Evaluation Pillars, as well as the fundamental structure of the SEC Indicator System comprising 159 Detailed Evaluation Indicators, among which 50 are selected as SEC Core Value Indicators (CVIs).
다만 159개 세부평가지표의 개별 번호·명칭·평가목적·평가내용·주요 평가사항과 50개 SEC 핵심가치지표(CVIs)의 구체적인 선정내역은 평가의 독립성·공정성·객관성 및 신뢰성을 확보하기 위하여 비공개를 원칙으로 한다.
However, the individual numbers, names, evaluation purposes, evaluation content, and principal evaluation considerations of the 159 Detailed Evaluation Indicators, as well as the specific selection details of the 50 SEC Core Value Indicators (CVIs), are maintained as non-public information in order to safeguard the Independence, Fairness, Objectivity, and Reliability of the evaluation.
세부 평가기준, 판단기준, 가중치, 산출방식, 내부 조정기준 및 기타 구체적인 평가기법 역시 비공개를 원칙으로 하며, 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.
Detailed Evaluation Criteria, judgment standards, weights, calculation methods, internal adjustment standards, and other specific evaluation techniques are likewise maintained as non-public information and are managed and shared on a restricted basis to the extent necessary for conducting the evaluation.
이러한 공개범위는 평가체계의 기본적인 구조와 평가방향에 대한 이해와 투명성을 확보하는 동시에 평가과정에 대한 자의적인 개입이나 특정 평가결과를 유도하기 위한 부당한 영향을 방지하고 평가의 독립성·공정성·일관성 및 신뢰성을 유지하기 위한 것이다.
This scope of disclosure is intended to support understanding and Transparency regarding the fundamental structure and direction of the Evaluation Framework while preventing arbitrary intervention in the evaluation process or improper influence intended to induce particular evaluation outcomes and preserving the Independence, Fairness, consistency, and Reliability of the evaluation.
SEC는 평가체계와 평가지표 체계의 주요 개정사항을 정해진 절차에 따라 관리하며, 필요한 경우 개정내용과 적용시점 등 공개가 필요한 사항을 관련 운영원칙에 따라 안내할 수 있다.
SEC manages material revisions to the Evaluation Framework and Indicator System in accordance with established procedures and may, where necessary, disclose relevant information such as the nature and effective date of revisions in accordance with applicable operational principles.
제7장에서는 이러한 공개원칙의 범위 안에서 50개 SEC 핵심가치지표(CVIs)의 개념과 역할 및 159개 세부평가지표와의 관계를 설명한다.
Chapter VII explains, within this scope of disclosure, the concept and role of the 50 SEC Core Value Indicators (CVIs) and their relationship with the 159 Detailed Evaluation Indicators.
