    책임경영의 새로운 기준을 향하여

     

     

     

    오늘날 기업·공공기관 및 기타 조직을 둘러싼 환경은 빠르게 변화하고 있습니다.

     

    인공지능(AI)과 디지털 기술의 발전, 기후·환경 변화, 글로벌 공급망의 재편, 사이버보안과 인권 보호, 사회적 신뢰와 공공가치에 대한 요구는 조직의 역할과 책임을 바라보는 관점에도 새로운 변화를 가져오고 있습니다.

     

    이러한 변화 속에서 조직의 지속가능한 발전과 미래 경쟁력을 이해하기 위해서는 현재의 성과뿐만 아니라 조직의 의사결정과 활동이 사회와 환경, 이해관계자와 공동체, 현재세대와 미래세대에 어떠한 영향을 미치는지를 함께 살펴볼 필요가 있습니다.

     

    책임경영은 이러한 변화에 대응하기 위한 중요한 원칙입니다. 조직은 자신의 역할과 영향력을 인식하고, 그에 상응하는 책임을 정책과 제도, 의사결정과 운영 전반에서 지속적으로 실천해 나갈 필요가 있습니다.

     

    WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 이러한 문제의식에서 출발하였습니다.

     

    세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)은 기업·공공기관 및 기타 조직의 책임경영을 보다 종합적이고 체계적으로 살펴볼 수 있는 책임경영지수를 구축하기 위해 2017년 1월 WFSRI의 연구개발에 착수하였습니다. 이후 약 10년에 걸친 연구와 검토를 바탕으로 2025년 11월 1일 WFSRI를 최종 확립하였습니다.

     

    기업·공공기관 평가전문기관인 SEC(Sustainable Enterprise Evaluation Commission)는 세계청년리더총연맹(WFPL)이 확립한 WFSRI 연구성과를 토대로 기업·공공기관 및 기타 조직의 책임경영을 객관적이고 체계적으로 평가하기 위한 SEC 평가방법론(SEC Evaluation Methodology)과 SEC 평가체계(SEC Evaluation Framework)를 수립·운영하고 있으며, 이를 지속적으로 고도화하고 있습니다.

     

    이번에 발간하는 「WF책임경영지수(WFSRI) 백서」에는 이러한 연구와 발전의 과정에서 정립된 WFSRI의 개념과 철학, 그리고 이를 토대로 수립된 SEC 평가방법론과 평가체계의 기본 방향을 담았습니다.

     

    특히 이번 백서는 책임경영을 현재의 성과에 대한 책임에만 한정하지 않고, 조직의 의사결정과 활동이 사회와 환경, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향을 함께 살펴보는 관점을 담고 있습니다. 이는 조직의 영향력이 확대될수록 그 영향에 상응하는 책임도 함께 확대되어야 한다는 문제의식에 바탕을 두고 있습니다.

     

    SEC는 평가를 통해 기업·공공기관 및 기타 조직의 책임경영 수준과 지속가능성 및 미래 경쟁력을 객관적으로 진단하고, 그 결과를 신뢰할 수 있는 평가정보로 제공하는 것이 중요하다고 생각합니다.

     

    이를 위해 SEC는 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability)을 평가의 기본원칙으로 삼고, 사회·환경·산업·기술환경의 변화와 새롭게 등장하는 위험과 기회를 지속적으로 연구하며 SEC 평가방법론과 평가체계를 지속적으로 고도화해 나가겠습니다.

     

    본 백서가 기업·공공기관 및 기타 조직을 비롯하여 연구기관, 정책입안자, 투자자 및 다양한 이해관계자가 책임경영을 이해하는 데 도움이 되는 기준자료가 되기를 바랍니다.

     

    아울러 책임 있는 의사결정과 지속가능한 발전, 그리고 미래세대를 함께 고려하는 책임경영 문화가 우리 사회에 더욱 확산되는 데 의미 있는 역할을 할 수 있기를 기대합니다.

    FOREWORD

     

     

    Toward a New Standard for Responsible Management

     

     

    The environment surrounding corporations, public institutions, and other organizations is changing rapidly.

     

    Advances in Artificial Intelligence (AI) and digital technologies, climate and environmental change, the restructuring of global supply chains, cybersecurity and human rights protection, and growing expectations for social trust and public value are reshaping how the roles and responsibilities of organizations are understood.

     

    In this changing environment, understanding sustainable development and future competitiveness requires consideration not only of current performance but also of the impacts that organizational decisions and activities may have on society and the environment, stakeholders and communities, and present and future generations.

     

    Responsible Management is an important principle for responding to these changes. Organizations need to recognize their roles and impacts and continuously fulfill responsibilities corresponding to them throughout their policies, systems, decision-making, and operations.

     

    The WF Sustainable Responsibility Index (WFSRI) originated from this recognition.

     

    The WORLD FEDERATION OF POWER LEADERS (WFPL) initiated research and development of the WFSRI in January 2017 to establish a Responsible Management Index capable of examining the Responsible Management of corporations, public institutions, and other organizations in a more comprehensive and systematic manner. Following nearly a decade of research and review, WFPL finalized the WFSRI on November 1, 2025.

     

    SEC (Sustainable Enterprise Evaluation Commission), a professional evaluation institution specializing in corporations and public institutions, builds on the WFSRI research outcomes established by WFPL to establish and operate the SEC Evaluation Methodology and SEC Evaluation Framework for the objective and systematic evaluation of Responsible Management across corporations, public institutions, and other organizations, and continues to advance them.

     

    This White Paper on the WF Sustainable Responsibility Index (WFSRI) presents the concept and philosophy of the WFSRI established through this process of research and development, together with the fundamental direction of the SEC Evaluation Methodology and SEC Evaluation Framework established on the basis of those research outcomes.

     

    In particular, this White Paper approaches Responsible Management not merely as responsibility for current performance, but from a broader perspective that considers the impacts of organizational decisions and activities on society and the environment, stakeholders and communities, and present and future generations. This perspective is grounded in the recognition that as the influence of an organization expands, responsibility corresponding to that influence should also expand.

     

    SEC believes that evaluation should objectively assess the Responsible Management, sustainability, and future competitiveness of corporations, public institutions, and other organizations and provide the resulting outcomes as reliable evaluation information.

     

    To this end, SEC applies Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability as its Fundamental Principles. SEC will continue to study changes in social, environmental, industrial, and technological conditions, as well as emerging risks and opportunities, while continuously advancing its Evaluation Methodology and Evaluation Framework.

     

    We hope that this White Paper will serve as a useful reference for corporations, public institutions, other organizations, research institutions, policymakers, investors, and diverse stakeholders seeking to understand Responsible Management.

     

    We further hope that it will contribute meaningfully to the broader development of a culture of Responsible Management that supports responsible decision-making, sustainable development, and consideration for future generations.
